MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE COUNCIL OFFICES, CHALFONT ST PETER, ON MONDAY, 28th FEBRUARY, 2008 AT 8P.M.

116. DEMOCRATIC QUARTER OF AN HOUR
Police Community Support Officer (PCSO) Graham Johnson gave a report on his roles and duties as a PCSO in Chalfont St Peter over the last year. His role is to assist in the reduction of crime and the reduction in the fear of crime. He started work at Amersham Police Station but since moved to the police offices in the Council Premises.

7.40 p.m. Cllr Mrs Darby joined the meeting.

This has been a great benefit as the new offices provide good contact with the community, less travel time and able to attend incidences much quicker. PCSO Graham Johnson keeps in close contact with many groups in the community such as the Youth Club and the schools. Last year he received the Chief Constable’s Commendation Award and will continue providing high visibility policing in Chalfont St Peter.
Cllr R Allen thanked PCSO Johnson for his report.

Residents from Adstock Mews were present to complain again about the rubbish left around the recycling bins in Church Lane car park. They reported they had seen District Councillor picking up black rubbish bags on a Sunday morning. They have also complained to Chiltern District Council about the noise the lorry makes emptying the recycling bins. The lorry can thump the bins on the ground up to 30 times if the paper bin gets jammed. They also believe there will be more congestion in the car park if one hour’s free parking is introduced.
Cllr R Allen said he would let the residents see the reply Chalfont St Peter Parish Council has received from CDC regarding the recycling centre once this has been considered by the Council

117. APOLOGIES
Apologies were received from Cllr Mrs Bacon and Cllr Heath.

118. DECLARATION OF INTERESTS
Cllr Miller declared an interest in agenda item No. 12 about the proposed activities in Mill Meadow by the Environment Group as he is a member of this Group. Cllr Mrs Darby declared an interest in agenda item No. 9 about the Heathrow Consultation document as her son works at Heathrow Airport.

119. MINUTES OF THE LAST MEETING
Minutes of the last meeting held on 28th January, 2008 were considered and signed by the Chairman as a true record.

None.

121. CORRESPONDENCE

Cllr R Allen circulated a copy of an article from ‘Which’ magazine on ‘How to avoid parking penalty charges’.

Amenities and Planning on 11th February, 2008
Reports and recommendations were proposed, seconded and accepted as a true record after correcting the date from the 12th to 11th February.
Matters Arising
Minute 132A To report on the proposed reduction of road lights along the A413 and A40 in the Chalfont St Peter area – Cllr Mrs Darby asked if a County Councillor could find out why some ‘LED cats eyes’ do not work on the A413 and how they are maintained. Cllr Beane commented these reflective lights work well when conditions are good.

Matters Arising
Minute 51F To provide a style-free route between chalfont St Giles and Chalfont St Peter – Cllr Miller explained he had misread the map and the donation from VOPAG towards this project did not cover the styles in question. However he raised this at the last VOPAG meeting and it was agreed to amend the location of the styles and he is now checking that these are the correct styles.
Minute 46F To consider the position of parking fees at Church Lane car park – Cllr Mrs Darby pointed out the recommendation to offer Chiltern District Council £20,000 p.a. over a three year period to pay for the provision of one hour’s free parking in Church Lane car park.

8.38.p.m. Cllr Mrs Smith joined the meeting.

Further discussion took place on this subject. At the proposition of Cllr Nowell, seconded by Cllr R Allen it was agreed that the motion was now put to offer Chiltern District Council £20,000 p.a. over a three year period to pay for the provision of one hour’s free parking in Church Lane car park.
Cllr Mrs Darby and Cllr Mrs Smith declared an interest in this subject being District Councillors and did not take part in the voting. Cllr Mrs Darby left the room.
The motion was passed.

124 TO DECIDE A DATE AND PROCEDURE FOR THE OPENING CEREMONY OF THE REFURBISHMENT OF THE CORONATION CLOCK
It was agreed to have the ceremony on Thursday, 13th March, 2008 at 11a.m. at the Clock with refreshments afterwards in the Parish Office.

8.48 p.m. Cllr Warder joined the meeting.

125 TO COMMENT ON THE CONSULTATION DOCUMENT ‘ADDING CAPACITY AT HEATHROW AIRPORT
Cllr Nowell circulated to councillors a response to this consultation document. It was agreed to use this response.

126 TO REVIEW OF THE CURRENT COUNCIL COMMITTEES, STANDING ORDERS, AND INTERFACES WITH THE VARIOUS SUBCOMMITTEES OF THE VILLAGE APPRAISAL GROUP AND OTHER EXTERNAL BODIES BE CONDUCTED.
It was agreed to set up two working parties to report back to main Council:-

Working Party to consider the structure of the Parish Council. This party will consist of Cllr B Smith, Cllr Mrs Darby, Cllr R Allen and Cllr J Harper with Cllr B Smith being the contact point and;

Working Party to consider the interaction of the Parish Council with external bodies. This party will consist of Cllr Nowell, Cllr Miller, Cllr Mrs Brooke, Cllr R Allen with Cllr Nowell being the point of contact.


127 TO DECIDE ON A SPEAKER FOR THE ANNUAL PARISH MEETING ON 15TH MAY, 2008
It was agreed to ask Tim Ricketts (who spoke at the last councillors’ training day) on the subject of ‘Powers of parish councils and how parish councils can become more involved in the community’. If he is not available then the Clerk will ask BALC/NALC if another suitable person would be able to speak.
It was also agreed to purchase a banner to advertise the Parish Meeting outside Barclay’s Bank.

128 TO AGREE THE WORDING OF A LETTER TO CHILTERN DISTRICT COUNCIL REGARDING THE LACK OF CONSULTATION WITH THE PARISH COUNCIL OVER THE PROPOSED ACTIVITIES IN MILL MEADOW OF THE ENVIRONMENT GROUP.
A letter has been received today from CDC regarding the relocation of recycling bins and rubbish compound in Mill Meadow. The officers at CDC will discuss the relocation of the rubbish compound with the Parish Council.

129 TO ACCEPT AN INVITATION TO THE OFFICIAL SCREENING ON THE DVD ON CSP URBAN ART PROJECT BY CSP YOUTH CENTRE AT 7 P.M. ON FRIDAY, 28TH MARCH, 2008.
This is to celebrate the achievements of the young people in redesigning the subway last summer. Councillors were encouraged to attend this meeting to show their support. Cllr Adams reminded councillors there is limited parking at the Youth Centre.

130 COUNCILLORS’ REPORTS ON MEETINGS ATTENDED AS PARISH REPRESENTATIVES ON OUTSIDE BODIES AND PUBLIC MEETING ON SPA
Cllr Mrs Brooke
Cllr Mrs Brooke attended an Age Concern meeting where discussions took place on Flag Day, Lunch Groups, Coffee Mornings and the date of the AGM.

Cllr Quigley
Cllr Quigley reported to BT that the telephone kiosk in the Kingsway has been vandalised.

Cllr B Allen
Cllr B Allen attended a Bucks Carers Symposium. He reported there are over 800 children under the age of 18 who are the sole providers of their households.
