Moffat Tel & FAX 01753-891582 e-mail smoffat@chalfontstpeter-pc.gov.uk MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE COMMUNITY CENTRE, CHALFONT ST PETER, ON MONDAY 26th APRIL, 2004 AT 8 P.M. 188 PRESENT Cllr J Banham (Chairman), Cllr Allen, Cllr Mrs P Bacon, Cllr Mrs I Darby, Cllr V Gupta, Cllr Horne Cllr A Moffat, Cllr D Palmer, Cllr Mrs L Smith, Cllr Dr Warder, Cllr Watts, Cllr Mrs West and the Clerk. 189 DEMOCRATIC QUARTER OF AN HOUR Two residents from Glebe Road presented the results of a survey carried out with the residents of Glebe Road to find their views about the proposal to divert the footpath between Nicol Road and Lovel Road to Glebe Road. Thirty-one residents supported this proposal, one resident opposed it as he believed it would transfer the problems to Glebe Road and four residents had not responded. The Police had produced statistics which show that during the last year, 146 incidents have occurred in the area of which 22 were related to the footpath. The Police, Chalfont Leisure Centre and Chalfonts Community College all support the proposal to divert the footpath. This proposal had been mentioned in the Bucks Advertiser 4 weeks ago but no objections have been raised from the public as yet. Also it is understood that the Ramblers Association know about this proposal but no comments have been received from them so far. Cllr Warder informed the Council that CDC would support this proposal. Cllr Allen had already presented this petition to Bucks C.C. and the applicants of this petition were now seeking the support of the Parish Council. This matter had been raised as an agenda item to be considered at this meeting. 190 TO ACCEPT APOLOGIES FOR ABSENCE Apologies were received from Cllr Adams and Cllr Collins. 191 DECLARATION OF INTERESTS None were received. 192 MINUTES OF THE LAST MEETING Minutes of the last meeting held on 29TH March, 2004, were considered and signed by the Chairman as a true record. 193 CHAIRMAN'S ANNOUNCEMENTS • Item 11 on the agenda to move to Item 7. • The resignation of Cllr Cocksedge had been received. Cllr Banham to write a letter to the Bucks Advertiser to publicise the new vacancy. • The new Administrative Assistant, Marilyn Creed, was introduced to the Council. 194 CORRESPONDENCE Booklets for borrowing:- Broadleaf from the Woodland Trust, Planning Update from CPRE, TCG News from CPRE, What's on in the Chilterns, and Chalk and Trees. 195 MATTERS ARISING FROM THE LAST MINUTES None were raised. 196 REPORTS OF COMMITTEES Amenities and Planning on 19th April, 2004 Reports and recommendations were proposed and accepted. 197 A REQUEST TO ENDORSE THE APPLICATION TO CLOSE THE FOOTPATH BETWEEN LOVEL ROAD AND NICOL ROAD. After considering the evidence presented at the Democratic Quarter of an Hour, it was proposed that the Parish Council endorses the application to close this footpath and divert it by approximately 20 yards to Glebe Road. This was agreed unanimously by this Council and Bucks C.C. would be notified accordingly. It was pointed out that if Bucks C.C. proceeds with this proposal, a public notice to this effect would be displayed to provide further opportunity for objections to be considered and a formal request for the closure would be sent to the Parish Council. Concern was expressed about the void remaining if the footpath was closed. Two suggestions were made to overcome this problem:- 1. Chalfonts Community College to move its fence back to use the land; 2. License the land to residents of adjoining properties. This problem would need to be considered in more detail if the footpath closure was agreed. 198 ACCOUNTS The following accounts were examined and, upon being found in order, accepted by the Council. Bucks C.C. - superannuation 1253.64 Inland Revenue -tax and nic 1497.58 CDC - Church Lane Car Park (invoice not yet received) 2340.21 CSP Community Association - room rental 92.00 Southern Electric - unmetered supply for street lighting 356.40 J & D Hobbs- top soil 205.63 Neil Curtis Funeral contractor - grave digging 520.00 Three Valleys Water - Church Lane allotments 56.08 Neat Ideas - stationery 122.38 +3.28 + 12.91 = 138.57 Grant and Stone - materials 54.86 NSE - footpath work 70.00 Salary 249.60 Employer's Organisation - National pay for conditions and service 105.00 CDC - reates for Garden of Rest 547.20 Imprest 400.00 STANDING ORDERS AND DIRECT DEBIT Salaries 4276.18 IMPREST ACCOUNT 6.4.04 - Ace Skip Hire 169.00 6.4.04 - Cash - petty 100.00 BALC - Fee for Best Kept Village Competition 5.00 Petty cash tin checked 199 NOTICE OF APPLICATION FOR A TRANSFER OF JUSTICE'S LICENCES Notice of Transfer of Justice's Licence for Bottom's Up - Noted. 200 TO CONSIDER THE FORMAT OF THE ANNUAL PARISH MEETING It was agreed to have a similar format as last year with a presentation from the Village Appraisal Group to report back to the public what had been achieved during the year. Cllr Banham and Cllr Mrs Smith to organise this. Councillors were reminded that at the Annual Meeting of the Council on the 24th May, there would be the election of chairman and members of committees. If anyone wished to change committees to inform Cllr Banham. 201 TO AGREE TO REQUEST CHILTERN DISTRICT COUNCIL TO CONSIDER HOUSE NUMBERING IN CHALFONT HEIGHTS. 195 householders had received a hand-delivered letter during this survey asking for their views to number the houses in their road. 95 replies had been received of which 82 residents agreed to house numbering and 13 objected. However only 2 roads had the required 60% agreement which were Upway and Winkers Lane. It was agreed to ask CDC to consider numbering these 2 roads and the other roads in Chalfont Heights could not be considered unless further information was received. 202 CONSULTATION ON THE PRODUCTION OF A RIGHTS OF WAY IMPROVEMENT PLAN FOR BUCKINGHAMSHIRE It was agreed that footpaths would be delegated to councillors for them to walk and comment on. Footpaths enclosed with barb wire should be noted so objections can be raised. Councillors and members of the Village Appraisal to be asked to comment on this consultation document. Comments to be passed to the Open Spaces Committee meeting on 14th June so that a formal response can be agreed. It was also suggested that the public may be consulted at the Feast Day. Also, under the Safer Routes to School Scheme, schools should liase with each other as may have similar improvements to suggest e.g. the need for a crossing at the end of the footpath in Market Place may benefit Holy Cross School as well as CSP Middle School. 203 TO COMMENT ON THE DRAFT RECOMMENDATIONS OF THE PERIODIC ELECTORAL REVIEW OF BUCKS C.C. After further discussion, it was agreed that a three member ward for Chalfont St Peter, Chalfont St Giles and Seer Green would not be considered under the Electoral Review. It was proposed and agreed that this Council would support the proposal that the ward covering Chalfont St Giles, Chalfont Common and Seer Green to be named 'The Chalfonts and Seer Green'. 204 TO CONSIDER SPECIAL PARKING AREA (SPA) WITHIN THE CHILTERN DISTRICT The report from Bucks C.C. on this subject was noted. Cllr Dr Warder pointed out that part of the proposal for SPA's did include on-street parking charges. INFORMATION ITEMS 205 FREE SATURDAY PARKING The Parish Council, with the agreement of the Chamber of Commerce, may request free parking in Church Lane car park for 5 Saturdays each year. This would be discussed at the next Policy and Finance meeting. One Saturday, 26th June, has already been suggested to coincide with St Peter's Feast Day. If councillors wish to nominate a particular Saturday for free parking, to inform the Clerk. 206 AGE CONCERN Cllr Horne attended the AGM of Age Concern. 207 OPENING OF THE YOUTH SHELTER Cllr Watts thanked those councillors who were able to attend the opening. 208 NEW COMMUNITY BEAT OFFICER Cllr Mrs Smith reported that a new Community Beat Officer for Chalfont St Peter, PC Andy MacDonald, started on 24th April, 2004. 209 VILLAGE GUIDES Cllr Mrs Darby reminded councillors that all the village guides should have been delivered. 210 COUNCIL MEETINGS OPEN TO THE PUBLIC Cllr Palmer pointed out that not all members of the public realised that council and committee meetings are open to the public and that they may express their opinions at the Democratic Quarter of Hour. 211 PLANNING INSPECTOR'S SITE VISIT TO COPTHALL LANE Cllr Mrs Darby informed the Council that Cllr Palmer and herself attended this site visit. It should be noted for future reference that residents must inform the Inspector if they wish to be at this visit and that householders must invite the Inspector in to their property for him to view the proposed development from their perspective.
