MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE NEW COUNCIL OFFICES, CHALFONT ST PETER, ON MONDAY 24th APRIL 2006 AT 8P.M.

Cllr Palmer (Chairman), Cllr B Allen, Cllr Mrs P Bacon, Cllr Mrs I Darby, Cllr Gupta, Cllr Horne, Cllr Moffat, Cllr Nowell, Cllr Shafe, Cllr Mrs L Smith, Cllr Watts and the Clerk.

149 DEMOCRATIC QUARTER OF AN HOUR
A number of local residents presented a petition and explained the problems regarding vandalism in the Church Lane and car park area. Residents have been disturbed throughout the night on a number of occasions. No local police have been available to resolve the problem and on one occasion the Metropolitan Police from Uxbridge responded to the call. Residents were asking the Parish Council to help them in this matter.
Another local resident from Field Way was present to complain about the new Parish Council sign recently erected by the entrance to Mill Meadow to direct visitors to the new council offices. He complained that it was ugly, too large and too high. Cllr Palmer did point out that, as the surveyor for the new council offices, he did organise for this sign to be made and positioned in order to ensure that visitors would find the new offices. Cllr Palmer would refer this complaint to the next Amenities and Planning meeting to be considered.

152 MINUTES OF THE LAST MEETING
Minutes of the last meeting held on 20th March, 2006, were considered and signed by the Chairman as a true record.

153 MATTERS ARISING FROM THE LAST MINUTES
None were raised.

154 CHAIRMAN’S ANNOUNCEMENTS
• The new Village Guides are now ready to be distributed by the councillors.
• Congratulation to Cllr Watts and his wife on the arrival of their new baby boy.
• Agreement was sort to move the next Council meeting from Monday, 22nd May to Wednesday 24th May, 2006. This was agreed.


155 CORRESPONDENCE
• Booklets for borrowing:- Chiltern Chronicle, What’s on in the Chilterns, Chalk and Trees, English Nature Magazine, Bucks Community Action ‘In Focus’, Broadleaf and CSP Church Magazine.
• Copy of a petition from residents of Lower Road and adjacent streets calling on Chiltern District and Bucks County Councils to prevent motorists parking regularly during weekdays along the length of Lower Road. Cllr B Allen reported that Bucks C.C. have requested white lines to be painted by the junctions along Lower Road as a temporary measure whilst a traffic survey is being undertaken.
• Petition addressed to the Parish Council from residents in Church Lane area complaining about vandalism. The Clerk will report this petition to the Police.
• The Police will be holding a Public Police Forum on Thursday, 25th May 2006 in the new Council Offices.
• CSP Community Association Fun Quiz on Tuesday, 20th June at 8 p.m. Cllrs Watts, Shafe and R Allen were volunteered to represent the Council.
• Minutes of Denham Aerodrome Consultative Committee available – Noted.
• CSP Chamber of Commerce, Programme of Activity for 2006 available – Noted.

Amenities and Planning on 27th March and 18th April, 2006
Reports and recommendations were proposed and accepted after amending Minute 174 of the meeting on 27th March to include ‘in 1974’ after ‘large trees’.
Cllr Mrs Darby declared a non-pecuniary interest in planning applications 2006/440 and 2006/557.

Open Spaces on 3rd April, 2006
Reports and recommendations were proposed and accepted.
Cllr Moffat commented that it was nice to see the new Head Haywarden, Mike Stevens, present at the Open Spaces meeting and contributing to the meeting.

158 UPDATE ON THE FUTURE OF THE DEVELOPMENT GROUP
Cllr Palmer reported that the Development Group has agreed to merge with the Business Action Group of the Village Appraisal Group. Cllr Mrs Darby did express some concern regarding the function of non-democratically elected organisations. Cllr Mrs Smith indicated that it was Government which was encouraging local volunteers to form groups as represented by the new initiative ‘Getting Closer to the Communities’.
Cllr Palmer pointed out that non-elected groups, such as the Village Appraisal Group, do require the consent from elected bodies in order for proposals to be fulfilled. Also, although the Village Appraisal Group was set up to include local people who were not councillors, it does seem appropriate to have at least 3 councillors as members of the Group in order to represent the interests of the Parish Council and report back.
