MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE COMMUNITY CENTRE, CHALFONT ST PETER, ON MONDAY 15th DECEMBER, 2003 AT 8 P.M. 123 PRESENT Cllr J Banham (Chairman), Cllr Adams Cllr B Allen, Cllr Mrs J Bacon, Cllr M Cocksedge, Cllr Collins, Cllr Mrs Darby, Cllr Horne, Cllr A Moffat, Cllr D Palmer, Cllr Mrs L Smith, Cllr Dr J Warder, Cllr Watts, Cllr Mrs West and the Clerk. 124 TO ACCEPT APOLOGIES FOR ABSENCE Apologies were received from Cllr Gupta. 125 DECLARATION OF INTERESTS None were received. 126 MINUTES OF THE LAST MEETING Minutes of the last meeting held on 24th November, 2003, were considered and signed by the Chairman as a true record. 127 CHAIRMAN'S ANNOUNCEMENTS • Cllr Banham had attended the reception of the 60th Anniversary of SSVC at the Whitehall Banqueting Suite in London. • Cllr Banham thanked Cllr Moffat for organising the candy floss stall at the Village Fun Night and Cllrs Adams, Watts, Collins for helping on the stall. £55 profit was raised which was donated to the Maria Taylor Charity. • The Maria Taylor Carol Service will be held this Thursday, at 7.30 p.m. in St Peter's Churchyard. Cllrs Adams and Allen to organise the collection. • Cllr Banham had sent 30 Christmas cards on behalf of the Parish Council. 128 CORRESPONDENCE • Booklets for borrowing:- Chiltern News, Voluntary Action and CSP Parish Magazine. • Notice had been received from Mark Barraclough that he was no longer able to be the Parish Council representative for Age Concern. A new nominee will be considered at the next Council meeting. 129 MATTERS ARISING Minute 115 - Precept and Budget for 2004-5 - Due to a technical error a revised budget had been issued to all councillors to include minor corrections i.e. 4 lines which were missing. The reserves were adjusted to account for this. This does not affect the Precept as agreed at the last council meeting which remains as £197040, a 10.07% increase. At the proposition of Cllr Mrs Darby, seconded by Cllr Horne the revised budget was agreed. 130 REPORTS OF COMMITTEES Amenities and Planning on 10th November, 2003 Reports and recommendations were accepted on the proposition of Cllr Palmer, seconded by Cllr Mrs Darby. 131 ACCOUNTS The following accounts were examined and, upon being found in order, cheques were signed on the proposition of Cllr Mrs West, seconded by Cllr Allen. Cllr Allen declared an interest in the following application as he is a Governor at the School:- • The Chalfonts Community College - New application for an Entertainment Licence between the hours of 7p.m. to 11.30 p.m. Monday to Saturday, Sunday 7 p.m. to 10.30 p.m. and New Years Eve, 7 p.m. to 1a.m. After discussion, at the proposition of Cllr Warder, seconded by Cllr Mrs Bacon, the motion was put that the Parish Council should object to this application due to the potential noise to nearby properties. This motion was carried, 9 in favour and 4 against. • New application for Justices Licence to sell alcohol at 23, Rickmansworth Lane - No objection. • Transfer of Licence at Tesco Express - application withdrawn. • Special hours Certificate at The Poachers - application withdrawn. 133 REPORT AND RECOMMENDATIONS OF THE INDEPENDENT REMUNERATION PANEL ON MEMBERS ALLOWANCES The Parish Council has a legal duty to "have regard" to the report and recommendations of the Independent Panel in determining the levels of allowances for the last 3 months of 2003/4 and for the financial year 2004/5 i.e. the Parish Council may pay up to the amounts recommended but no more unless good reason. With due regard to the recommendations of the report of the Independent Remuneration Panel on Members' Allowances, this Council confirmed its previous decision not to pay a Chairman's allowance and for councillors only to receive travelling expenses at the recommended rates in connection with approved duties held outside of the Parish. Members allowances will be considered again at the Policy and Finance meeting in June of 2004. 134 REPORT FROM CLLR COCKSEDGE ON 'INTEGRATED RISK MANAGEMENT PLANNING' BY BUCKS AND MILTON KEYNES FIRE AUTHORITY A copy of the report will be circulated with these Minutes. Cllr Cocksedge will continue to monitor the public consultation on behalf of the Parish Council and report back. INFORMATION ITEMS 135 APPEAL IN RESPECT OF 7 TO 15 COPTHALL LANE Cllr Mrs Darby expressed concern about this appeal being written representation. In view of the seriousness of this case and the level of public concern, an informal hearing might have been more appropriate. Also there is little time between the next Amenities and Planning meeting on 5th January and the appeal date of 12th January for the Parish Council to decide what action to take. Cllr Banham to investigate the matter with Officer's at CDC and report back to Chairman of Amenities and Planning Committee. 136 GREEN BELT POLICY Cllr Mrs Bacon provided an interesting article on views for and against Green Belt which will be circulated with the Minutes.
