MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE COMMUNITY CENTRE, CHALFONT ST PETER, ON MONDAY 20th DECEMBER, 2004 AT 8 P.M.

124 PRESENT
Cllr J Banham (Chairman), Cllr B Adams, Cllr Allen, Cllr Mrs Bacon, Cllr Mrs I Darby, Cllr Horne, Cllr A Moffat, Cllr P Nowell, Cllr Palmer, Cllr Mrs Smith, Cllr Dr Warder and the Clerk.

125 TO ACCEPT APOLOGIES FOR ABSENCE
None were received.

126 DECLARATIONS OF INTERESTS
Apologies were received from Cllr Mrs West, Cllr Gupta and Cllr Collins.

127 MINUTES OF THE LAST MEETING
Minutes of the last meeting held on 29th November, 2004 and the Extraordinary Council meeting on 13th December, 2004 were considered and signed by the Chairman as a true record.
By the agreement of all councillors present, the pink paper of the Extraordinary Council meeting on 13th December,2004 became public domain.

128 MATTERS ARISING FROM THE LAST MINUTES
None arose.

129 CHAIRMAN’S ANNOUNCEMENT
• The Chairman wished all those present a Happy Christmas.
• The Chairman expressed his condolences to Cllr Mrs Darby at the recent loss of her mother. Cllr Mrs Darby thanked the Chairman for the flowers he sent.

130 CORRESPONDENCE
• Booklets for borrowing:- Bucks Drugs Action Team Annual Report 2003/04, Parish Profile from the Parish Church of St Peter, Transportation Service Chiltern and South Bucks Area Office, Voluntary Action and JOTS.
• The Countryside Agency – Cllr Adams was not successful in the parish appointment to AONB
• Letter of thanks from the Chamber of Commerce for help towards the Christmas lights – Noted. It was agreed that the parish council should send the Chamber of Commerce a letter of congratulations for a successful ‘Fun evening’ and for the excellent display of Christmas lights.

• Minute 38P – To confirm that the work on the roundabout would be carried out within budget.
• Minute 44P – Cllr Mrs Bacon reported that the horse racing is still taking place.

• Minute 124A – Cllr Allen to draft a response to be considered at the next Amenities and Planning meeting on 4th January, 2005.

Matters Arising
• Minute 69F – Cllr Banham attended an Executive meeting at CDC regarding Church Lane car park fees and was informed that the Parish Council needs to make a special case to CDC for reducing the fees for providing free parking. The Parish Council will inform CDC that the exceptional circumstances for 2005-6 will be the impact of the opening of Tesco’s in Gerrards Cross (in the District of South Bucks) will have on trade in Chalfont St Peter (in the Chiltern District).

133 TO CONSIDER NOTICE OF APPLICATION FOR TRANSFER OF OR NEW LICENSE

134 TO AGREE THE PRECEPT FOR 2005-6
At the proposition of Cllr Mrs Darby, seconded by Cllr Palmer, it was unanimously agreed to set the precept at £202,376 for 2005-6, an increase of 2.7%.

135 TO AGREE TO FORM A WORKING PARTY FOR THE PURPOSE OF ORGANISING THE REFURBISHMENT OF THE RED CROSS BUILDING (IF PURCHASE OF IT IS SUCCESSFUL)
It was agreed to have a Working Party consisting of Cllr Palmer, Cllr Moffat, Cllr Nowell and Cllr Mrs Darby. The Working Party will report back to main Council each month. It was agreed to delegate authority to the Chairman of the Council, Vice-Chairman of the Council and Chairman of Policy and Finance if a decision on expenditure has to be made quicker than this. It was also agreed to delegate authority to the Working Party to spend up to £1000 on surveying services e.g. a Structural Engineer, as soon as the premises have been purchased.

136 AGREE THE REVISED DATES FOR MEETINGS IN 2005-6
The revised dates were agreed unanimously.

137TO REPORT ON THE SPEED LIMIT REVIEW PRESENTATION FOR AREA 10
It was proposed and agreed to accept the comments 1 to 4 of Minute 99A already made at the Amenities and Planning meeting of the !st November, 2004. Regarding the speed limit review of the A413, it was agreed to take individual comments at this meeting. Any councillors wishing to make further comments should inform the Clerk before the New Year so that they can be forwarded to Traffic Management. Comments made at this meeting:-

8.32 p.m. Cllr Horne joined the meeting.

• Cllr Palmer – The speed limit should not be more that 30 mph going southwards from Tesco’s Express to the Greyhound roundabout and 30 mph going northwards along the same stretch of the A413. Cllr Palmer would point out to Cllr Mrs Bacon that, although he can understand Bucks C.C. wanting similar speed limits, this section of the A413 is not similar to other sections along the route and should be treated as a special case.
• Cllr Nowell – The speed limit should remain at 30mph. He had requested details of recorded average speed for Gravel Hill and had been informed that these are North 26.1 mph and South 26.9 mph, both below the actual speed limit. However 85th percentile speeds were 30.1 mph North and 30.5mph South. In the area of Gravel Hill there has been one serious accident and 3 slight ones. By contrast there has been only one slight accident in Lower Road and Rickmansworth Lane sections where limits are being reduced.
• Cllr Adams – The speed limit should remain at 30 mph. Also the 30 mph limit should extend further towards Chalfont St Giles and the speed limit from Chalfont St Giles to Chalfont St Peter should be reduced from 50 to 40 mph.
• Cllr Moffat – The speed limit should remain at 30 mph.
• Cllr Mrs Darby – The speed limit should remain at 30 mph and it is important that the speed camera remains as a deterrent.
• Cllr Horne – The 30 mph speed limit should remain and there should also be a graduation from 50 to 40 mph before the 30mph limit is reached. The speed camera and speed limit restrictions should both be kept to ensure that the 30 mph speed limit is observed.
• Cllr Warder – Does not agree with the 30 mph speed limit but believes that 40 mph is safe and the speed camera should be kept to ensure this.
• Cllr Mrs Smith – The speed limit should remain at 30 mph and this limit should be extended beyond the junction with Rickmansworth Lane.
• Cllr Mrs Bacon – Bucks C.C. does not like short buffer zones and prefer a consistent policy throughout the length of the A413. Bucks C.C. are not in favour to having a 30 mph limit by Tesco’s Express but may be agreeable to 30 mph by the refuge next to the entrance to the Community Centre and may agree to a pedestrian crossing at this point. However Bucks C.C. is more likely to agree to a 40 mph from Deancroft to the Greyhound roundabout.
• Cllr Allen would be happy to take the recommendations from the traffic experts e.g. Highways Officers and police.
• Cllr Banham supports Cllr Mrs Bacon and Cllr Allen and can see no reason why there should not be a speed camera to limit the speed to 40 mph and to ask Bucks C.C. why pedestrians do not use the underpass.

INFORMATION ITEMS
138 CCTV
Cllr Moffat has been approached by a local resident who was interested to invest his own money in CCTV cameras for the village centre. This should be discussed with CDC.

139 UNDERPASS
Cllr Mrs Darby reported that only one light was working in the underpass.

140 RUBBISH COLLECTION
Cllr Warder would like to inform the Council at some stage about changes in rubbish collection that will be happening next year.

141 RUBBISH BAGS BLOCKING PAVEMENTS
Cllr Mrs Darby reported that piles of black refuse bags are left by the refuse collectors on the pavements blocking access to pedestrians which is particularly dangerous for children walking to school. Cllr Warder recognised this problem and will ask the refuse collectors to resolve it.
