MINUTES OF THE DULY CONVENED MEETING OF THE
PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE
COUNCIL OFFICES, CHALFONT ST PETER, ON MONDAY, 17th
DECEMBER, 2007 AT 8P.M.

84. DEMOCRATIC QUARTER OF AN HOUR
Mr Bird was present on behalf of the Transport
and Traffic Group of the Village Appraisal Group. He
reported the Transport and Traffic Group was
completely opposed to the possibility of ‘Play and
Display’ parking meters in Market Place as being
discussed by Chiltern District Council (CDC). Such a
scheme would have a negative effect on whole of the
village and would cause more illegal parking on the
roads.
8.05 p.m. Cllr Mrs Darby joined the meeting.
Mr Bird asked the Parish Council to make its
objections to Chiltern District Council regarding
this matter.
Cllr Mrs Smith explained the consultation on ’Pay
and Display’ was only being discussed by members of
CDC and Bucks C.C. at this stage. The Public
Consultation commences on the 14th January, 2008.
Cllr Mrs Smith informed Mr Bird that she will ensure
the Transport and Traffic Group receive a copy of
the consultation papers.
It was agreed to discuss this consultation at full
Council at the appropriate time.
85. APOLOGIES
Apologies were received from Cllr Mrs Harper and
Cllr Mrs Bacon.
86. DECLARATION OF INTERESTS
None were declared.
87. MINUTES OF THE LAST MEETING
Minutes of the last meeting held on 26th
November, 2007 were considered and signed by the
Chairman as a true record.
88. MATTERS ARISING FROM THE MINUTES
Minute 76. To agree the Wording on the Plaque
for the Coronation Clock -Cllr Mrs Darby proposed
that the wording should be amended to reflect the
accuracy of the source of the Community Leader’s
Fund. Thus it was proposed to change the last line
from ‘the Community Leader’s Fund of County Cllr
Bruce Allen’ to ‘Buckinghamshire County Council’s
Community Leader’s Fund as nominated by Cllr Bruce
Allen’.
This proposal was seconded by Cllr Adams and agreed
by Council.
Therefore the plaque will read:-
‘Renovated in 2007 by the Parish Council
with donations from
the Buckinghamshire Building Society on its
Centenary and
the Buckinghamshire County Council’s Community
Leader’s Fund
as nominated by Cllr Bruce Allen’
Minute 69/58 – Fun Night - It was agreed the stall
on Fun Night was well attended and £184 was raised
for the Maria Taylor Charity. The Clerk will keep
details of the hire of equipment and source of
electricity for next year.The ‘Floors of
Distinction’ shop was thanked for supplying the
electricity and Chalfont Home Store was thanked for
lending a long, heavy duty extension cable.
89. CHAIRMAN’S ANNOUNCEMENTS
• The Maria Taylor Carol Concert will be held at
7.30 p.m. on Wednesday 19th December, 2007 in St
Peter’s Churchyard.

Matters Arising
Minute 37F To Consider The Position Of Parking Fees
At Church Lane Car Park -
Cllr Mrs Darby highlighted the Committee’s
recommendation to ask CDC to change its policy on
calculating the reimbursement from parish councils
for providing free parking and the need for this
Council to have £15,000 available in the precept in
case this comes to fruition. At the proposition by
Cllr Mrs Darby, seconded by Cllr Adams the
recommendation made in Minute 37F was agreed by
Council.
Cllr B Allen informed the meeting that the Chamber
of Commerce and the Village Association will be
holding a public meeting in the New Year to discuss
parking in the Chalfont St Peter.

meeting whilst this agenda item was discussed.

94 TO AGREE THE PRECEPT FOR 2008-09
The Policy and Finance Committee recommended a
precept of £251,511, an increase of 15.15%. Cllr Mrs
Darby, being Chairman of the Policy and Finance
Committee, emphasised this is a higher percentage
increase than usual but allows for a £20,000
contingency fund to cover the possibility of paying
£15,000 for the provision of free parking in Church
Lane car park and £5000 to cover additional spending
which may occur in order to achieve ‘Quality
Status’. The precept is still not huge compared to
neighbouring towns and parishes and is only a very
small part of the overall council tax charges. At
the proposition of Cllr Mrs Darby, seconded by Cllr
R Allen, it was agreed to set the precept at
£251,511 for 2008-09.
95 TO DECIDE COUNCILLOR’S CONTACT DETAILS FOR
PUBLIC USE
Councillors to provide the Clerk with their
contact details they wish to use in the public
domain.
96 TO CONSIDER TRAINING FOR NEW PARISH
COUNCILLORS
This will take place on the Saturday, 2nd
February, 2008 at the Green Park Centre, Aston
Clinton at a cost of £37 per member. Councillors
should inform the Clerk by 15th January, 2008 if
they wish to attend. The Parish Council will pay for
the cost of the training.
97. COUNCILLORS’ REPORTS
Cllr Mrs Darby
Cllr Mrs Darby has attended a CSP NAG’s meeting
where she was informed the Speed Indicator Device
(SID) was no longer available. The Community Police
were keen to acquire a new type of device to monitor
speeding which is available at a cost of £2000. It
is hoped this may be purchased by donations from all
the local parish councils involved in the NAG’s at
Chalfonts and Seer Green areas which will amount to
a donation of £400 per council.
Cllr Mrs Smith
Cllr Mrs Smith reported she had attended a Steering
Meeting of the Village Appraisal Group and its AGM
will be held at 7 p.m. on 12th February, 2008 in the
Parish Council offices. She invited all the
councillors to attend in order to keep updated as to
what is happening in the groups.
Cllr Adams
Cllr Adams has talked to Highways at Bucks C.C.
regarding the dangerous junction at Rickmansworth
Lane with Chesham Lane and the one by Robertswood
School. Regarding the former, Bucks C.C. has agreed
to remark the white lines on the road, relocate the
road sign and cut back a hedge. Regarding the
latter, Robertswood School has included the problem
in its ‘Walk to School Group’.
