The Community Centre, Gravel Hill, Chalfont St Peter, Bucks,SL9 9QX Clerk and Treasurer: Mrs S.Moffat Tel & FAX 01753-891582 e-mail smoffat@chalfontstpeter-pc.gov.uk MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE COMMUNITY CENTRE, CHALFONT ST PETER, ON MONDAY 23rd FEBRUARY 2004 AT 8 P.M. 151 PRESENT Cllr J Banham (Chairman), Cllr K Adams, Cllr B Allen, Cllr Mrs P Bacon, Cllr M Cocksedge, Cllr N Collins, Cllr Mrs I Darby, Cllr V Gupta, Cllr A Moffat, Cllr D Palmer, Cllr Mrs L Smith, Cllr Watts, Cllr Dr J Warder and the Clerk. 152 DEMOCRATIC QUARTER OF AN HOUR A resident from Nortoft Road informed the Council about a number of hazards in Rickmansworth Lane which he had reported 3 years ago. These being:- 1) Gap in the footpath by Tubbs Cottages. 2) Footpath 13 - the need for installing steps in the bank leading up to the footway on the northern side of the lane. 3) Improving the rainwater run-off where Rickmansworth Lane dips in order to prevent deep puddles forming across the road. Cllr Mrs Darby supported the residents claims for improvements as cars drive fast along this road as it is an unrestricted highway. The Clerk to contact the relevant authorities to investigate the possibility of accomplishing these improvements. 153 TO ACCEPT APOLOGIES FOR ABSENCE Apologies were received from Cllr Horne and Cllr Mrs West. 154 DECLARATION OF INTERESTS None were received. 155 MINUTES OF THE LAST MEETING Minutes of the last meeting held on 19th January, 2004, were considered and signed by the Chairman as a true record. 156 CHAIRMAN'S ANNOUNCEMENTS Cllr Banham had attended the funeral of Rev. Leonard Warriner, retired Manager of Barclays Bank and retired non-stipendary minister of St Peter's Church. The funeral was very well attended and Cllr Banham signed the memorial book on behalf of Chalfont St Peter Parish Council. 157 CORRESPONDENCE • Booklets for borrowing:- Journal of Trading Standards, Living Heritage, English Nature Magazine, CPRE's Planning Updates, Wild Life News and Countryside Voice. • Thank you letter from Simon Bridbury and Anne Noble (Siblet's Wood) for the support from the Parish Council. • Caring for our Community in Buckinghamshire - Community Contact Card issued to all councillors. • Invitation to attend the AGM of the Samaritans of Chiltern on 25th March, 2004 at Amersham Community Centre. • Invitation to attend the Licensing and Regulation Committee with reference to the Entertainment (Indoor Music and Dancing) Licence for The Chalfonts Community College - No objections were raised regarding the revised licence application so it was agreed not to attend the meeting. • Invitation to attend the Chiltern and South Bucks Board meeting of the Primary Care Trust on 26th February. 158 MATTERS ARISING None were raised. 159 REPORTS OF COMMITTEES Amenities and Planning on 26th January, 2004 and 2nd February, 2004 Reports and recommendations were accepted on the proposition of Cllr Palmer, seconded by Cllr Mrs Darby. There was mixed views about the blue lights on the trees but over all the Council agreed unanimously that the lights looked very good and the Chamber of Commerce should be congratulated on the display. 162 NOTICE OF APPLICATION FOR A NEW JUSTICE'S LICENCE An application for a New Justices Licence had been received for the shop at 30, Rickmansworth Lane which is to be known as 'Quickstop'. After discussion about the number of retail outlets selling alcohol in the area, the motion was put 'Not to object to this new application''. This motion was carried by a majority vote. 163 REPORT ON THE INSPECTOR'S DECISION REGARDING THE SIBLET'S WOOD INQUIRY Cllr Mrs Bacon reported the Inspector had not confirmed the Order to modify the Definitive map by adding the 3 footpaths in Siblet's Wood as the owners of the Wood had proved that they had no intention to dedicate the footpaths for public use. The applicants will be examining this decision with their solicitor. As a last resort, Cllr Mrs Bacon would ask Bucks C.C. if it would consider making a Creation Order for the 'electricity' path to be made public in order to connect the footpaths in the area. The clerk would write to the applicants to thank them for their work. 164 TO CONSIDER THE STREET LIGHTING CONTRACT FOR 2004-7 After a very thorough examination of the Street Lighting Contract, the Clerk recommended that a new approach should be considered as a way to make savings to the street lighting budget which amounted to £17,000 for the maintenance and rechargeable repairs last year. The recommendation is to employ Babtie, the Street Lighting Consultant for Bucks C.C. to oversee the street lights of the Parish at a cost of £1,900. Babtie would employ their electrical contractor (which is A.B.B. at present) to carry out the repairs as and when they occur. By examining frequency of repairs last year, the cost of repairs is estimated to be £6,000. By doing this the Parish Council will have the expertise of Babtie on hand and the rates of repair work based on the large scale rates of the County. Scouting would no longer be part of the contract as most residents contact the Council when lights are not working. At the proposition of Cllr Palmer, seconded by Cllr Mrs Darby', it was agreed 'To employ Babtie as the Street Lighting Consultants at a cost of £1,900 p.a. plus the cost of repairs and this would be reviewed after one year'. It was decided that the Amenities and Planning Committee should consider a planned rota of renewing old street lights in the future and recommend to the Policy and Finance Committee a forecast of the costs involved so that funding can be put aside for this work. INFORMATION ITEMS 165 CHANGES IN PLANNING Cllr Adams reported that he had recently found out from CPRE that when the Planning Authority refuses an application, the length of time allowed for the applicant to lodge an appeal had been reduced from 6 to 3 months. Also Planning Authorities now have to provide reasons for permitting planning applications as well as refusing them. 166 THE WALL OUTSIDE THE GOLDEN RIVER TAKE-AWAY Bucks C.C. are now dealing with the solicitors of the shop ownersn with regards to the wall that was built across the public highway.
