The Community Centre, Gravel Hill, Chalfont St Peter, Bucks,SL9 9QX Clerk and Treasurer: Mrs S.Moffat Tel & FAX 01753-891582 e-mail smoffat@chalfontstpeter-pc.gov.uk MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE COMMUNITY CENTRE, CHALFONT ST PETER, ON MONDAY 30th JANUARY 2006 AT 8P.M. 101 PRESENT Cllr Palmer (Chairman), Cllr Adams, Cllr B Allen, Cllr R Allen, Cllr Mrs P Bacon, Cllr Banham, Cllr Mrs I Darby, Cllr Horne, Cllr Moffat, Cllr Nowell, Cllr Shafe, Cllr Mrs L Smith, Cllr Warder, Cllr Watts and the Clerk. 102 TO ACCEPT APOLOGIES FOR ABSENCE Apologies were received from Cllr Gupta. 103 DECLARATION OF INTEREST None were received. 104 MINUTES OF THE LAST MEETING Minutes of the last meeting held on 19th, December 2005, were considered and signed by the Chairman as a true record. 105 MATTERS ARISING FROM THE LAST MINUTES None were raised. 106 CHAIRMAN’S ANNOUNCEMENTS • The Chairman proposed that a small sub-committee should be formed to organise the opening ceremony of the new council premises in Spring or Early Summer. Cllr Palmer, Cllr B Allen and Cllr Banham offered to be on this sub-committee. This was seconded and agreed. • Update on new premises- The premises are nearly ready and the builder has a few more jobs to do. The rooms are in the process of being decorated. When the Clerk moves in to the new premises the Council Office will be closed for a week and councillors will be informed by email of this date. • The Chairman thanked Cllr Mrs Darby for heading up the Village Guide committee. The proofs are nearly ready. 107 CORRESPONDENCE • Booklets for borrowing:- Local Council Review, Wildlife News, News of the Woods, Clerks and Council Direct, Matters Arising and CSP Church Magazine. • BALC is encouraging all councillors to attend the meetings on ’Getting Closer to the Community’ that will be held in the parishes in the near future. It was agreed that this Council should offer to host such a meeting. 108 REPORTS OF COMMITTEES Open Spaces on 16th January, 2006 Reports and recommendations were proposed and accepted. Amenities and Planning on 3rd and 23rd January, 2006 Reports and recommendations were proposed and accepted after amending the Minutes of 23rd January to include Cllr Palmer as being present. Matters Arising. – Minute 140A Street light outside 24 Glebe Road It was suggested that councillors should monitor the situation. However an email has since been received to inform the Council that the occupier of 24 Glebe Road was willing to pay for the relocation of the street light. It was agreed to defer this matter to the next Amenities and Planning meeting to consider the implications of this before a final decision is made. TO CONSIDER RECOGNISING THE MARKET PLACE ASSOCIATION AS AN OFFICIAL TRADE ORGANISATION IN CHALFONT ST PETER The Parish Council congratulated the Market Place Traders Association on the Christmas decoration display this year. The Parish Council recognises its interest in this matter must be representative of the rate payers of this Village and as such should help to ensure a cheerful community atmosphere in the village. After much discussion which included the disappointment of the Council that the two organisations, being the Market Place Traders and Chamber of Commerce, cannot work together, it was agreed to defer this agenda item to the next Policy and Finance meeting once the following information had been sought:- 1. What is the relationship between the Market Place Traders and Chamber of Commerce with the Revitalisation Group? 2. Audited accounts from both parties. 3. A formal list of members from both parties. 4. A democratic constitution from both parties. 5. Achievements of C of C and MPT. 6. What are the C of C and MPT going to do in the future. 7. Why does each party need recognition? The Policy and Finance Committee will consider the matter and make recommendations to the next Council meeting. INFORMATION ITEMS 112 VOPAG Cllr Horne reported that the VOPAG meetings are well attended and members do appreciate Budgens for allowing their surgeries to be held there. 113 TITHE BARN Cllr Moffat reported that the Youth Club has an average of 85 youths per session and are hoping to increase the opening to 3 nights per week in the near future. Also The White Hart Public House have raised £1160 from their quiz Nights to donate to Tithe Barn. 114 HOLY CROSS CONVENT SCHOOL It was reported that the Order of Nuns in Switzerland are withdrawing funds from the Convent and School as from 31st August, 2006. 115 A413 Cllr Adams reported that a road sign had been flattened by a vehicle along the section of the road which has the 30 m.p.h. speed limit. 116 CSP DISABILITY ACTION GROUP Cllr Mrs Bacon reported the group is losing its Chairman and meeting room at the NSE. Unless these matters are resolved the Group may disband. No other business being raised the meeting closed at 8.59 p.m. |
