MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE COMMUNITY CENTRE, CHALFONT ST PETER, ON MONDAY 26th JULY, 2004 AT 8 P.M.

45 PRESENT
Cllr D Palmer (Chairman), Cllr B Allen, Cllr Mrs Bacon, Cllr Mrs I Darby, Cllr V Gupta, Cllr Horne, Cllr A Moffat, Cllr Watts, Cllr Mrs West and the Clerk.

46 DEMOCRATIC QUARTER OF AN HOUR
A local resident gave an account of numerous disturbances and incidents of anti-social behaviour occurring in Church Lane car park at night time. This had been happening over a long period of time. One resident had kept a log of the disturbances from February 2001 to July 2002. These incidents had been reported to the police but never resolved. On one occasion a video had been taken of the culprits. The owner of the video was told by the police that this was not acceptable evidence and no action was taken. Many residents living near the car park have now moved in to the back bedrooms wherever possible to avoid being disturbed and are too despondent to continue reporting any problems to the police.
On another matter, this resident asked about the future of Ellwood House. She was advised to listen to the agenda item being raised later in the meeting regarding this.

Apologies were received from Cllr Banham, Cllr Mrs Smith, Cllr J Warder, Cllr Collins and Cllr Adams.

48 DECLARATIONS OF INTERESTS
None were received.

49 MINUTES OF THE LAST MEETING
Minutes of the last meeting held on 28th June, 2004, were considered and signed by the Chairman as a true record.

50 CHAIRMAN’S ANNOUNCEMENT
It was agreed that Items 11 and 12 on the agenda would be brought forward to Items 7 and 8 respectively.

51 CORRESPONDENCE
• Booklets for borrowing:- Local Council Review, Community Development Revitalisation Action Plan from CDC, Voluntary Action Newsletter, Anonymous Bucks.
• A letter of complaint from a local resident about her car being clamped in St Peter’s precinct when she parked in a disabled parking bay without a permit. She complained that the level of the fine, £110, was too high and the clamping was carried out in a threatening manner with no time to reason with the clamping attendant. It was agreed that as the land is privately owned, the Parish Council has no jurisdiction over the clamping of cars but did support the precinct owner in fining car owners who parked without a permit in a disabled bay.
• The Pushman Cup of the Best Kept Village competition was won by Stoke Mandeville this year, with Chalfont St Giles being the runner-up.
• Cheryl Gillan MP had sent copies of her correspondence with the Secretary of the State of Health raising the issue of government funding for the NSE. The response was
disappointing but she will continue in her quest and write to the Secretary of State. Also Cheryl Gillan MP sent a copy of the letter from the Chief Executive of the NSE explaining the action NSE has taken. (Copies of the correspondence were circulated at the meeting).

52 MATTERS ARISING FROM THE LAST MINUTES
Minute 40 To consider proposals for the Speed Limit Review: Area 10 – Cllr Mrs Bacon reported that she has now submitted all the proposals she had received. The matter would be dealt with towards the end of this year and the beginning of 2005.

53 UPDATE ON THE FUTURE OF ELLWOOD HOUSE OPH
A meeting had been held between parish councillors and the Director of CHHA, David Smith. David Smith emphasised again at the meeting that there no was funding available for renewing the sheltered accommodation at Ellwood House. He was looking into the issues raised at the meeting such as maintaining some elderly accommodation with the possibility of shared ownership accommodation. Another meeting with him will be held and the dates of the 15th or 30th September were suggested.
Cllr Horne reported that the Village Appraisal ‘Elderly’ Group had met with residents of Ellwood House and had spoken to 12 residents who were adamant that they did not want to move. Cllr Mrs Darby had spoken to a resident who had been assured at the time of moving in to Ellwood House that he would not be re-housed.
These concerns to be raised at the next meeting with Mr Smith.

54 REQUEST FOR A MEETING WITH THE POLICE TO RESOLVE THE PROBLEM OF DISTURBANCES TO LOCAL RESIDENTS IN CHURCH LANE CAR PARK AT NIGHT TIME
The councillors present were very concerned that so many incidents had been reported to the police and no action had been taken, particularly when some of the incidents had been logged and video evidence had been produced. It was agreed to ask the Chief Constable of Thames Valley to attend a meeting with the Parish Council, together with the Area Commander, to discuss these matters and to ask for action. Cheryl Gillan MP to be kept informed.
It was also agreed to ask CDC if the cameras are being used to combat crime and what action CDC is taking to resolve the matter of anti-social behaviour in its car park. It was also suggested that notices should be displayed forbidding games to be played in the car park.
A letter would also be written to the Neighbourhood Watch Organisers to thank them for their time and effort in trying to combat crime and anti-social behaviour.

57 TO APPROVE THE UNAUDITED ACCOUNTS FOR 2003-4
These accounts have been recommended for approval at the Policy and Finance Meeting on 19th July, 2004. After careful consideration, the accounts were proposed and accepted by the Council .The Chairman signed the account documents including the Statement of Assurance required for the External Auditor.


58 NOTICE OF APPLICATION FOR A NEW JUSTICE'S RESTAURANT LICENCE
• In respect of Tabla, 3, Buckingham Parade – The Clerk to investigate if the Enforcement Notice issued by CDC would effect the application for a new Justice’s Restaurant Licence. If it is found to be so, a letter of objection to be written. Alternatively, if the Enforcement Notice has no affect on this application, no objection will be raised.
• An application from Forbuoys that the whole of the store is licensed – Noted.


INFORMATION ITEMS

59 VILLAGE HALL P.H.
Cllr Allen reported that the Village Hall P.H. had raised £150 for the Maria Taylor Charity after holding a 5-aside football tournament on Gold Hill Common.

60 CHEENA MEADOW PLAYGROUND
Cllr Allen reported that protruding stumps remained after the fence around the playground was removed. The Clerk to investigate.

61 NEWLANDS PARK
Cllr Watts reported that a sympathetic property developer was interested in purchasing the land. Also someone had applied for a B.O.A.T. on a bridleway crossing this land.


No other business being raised the meeting closed at 9.20 p.m.
