COUNCIL OF CHALFONT ST PETER HE IN THE COUNCIL OFFICES,
CHALFONT ST PETER, ON MONDAY, 23RD JULY, 2007 AT 8P.M,

19. DECLARATION OF INTERESTS

20. MINUTES OF THE LAST MEETING -
Minutes of the last meeting held on 25th June, 2007 were
considered and signed by the Chairman as a true record
after the following amendment were made:-
Minute 8 .....Village Appraisal group's bank account'
Minute 9 ....'at the top of the hill in Market Place'.

23. MATTERS ARISING
• At the Transport Matters Exhibition there were
timetables for Amersham and Beaconsfield and none for
Chalfont St. Peter. The 335 was not on the timetable,
was told it did not exist. Commented that there appeared
to be a lack of co-ordination.
• Thanks to all who turned up for Feast Day.
• Private viewing arranged by the Heritage Group to take
place at a later date.
24. CHAIRMANS ANNOUNCEMENTS
• Scouts visiting Chalfont St Peter from Germany have
asked to make a presentation from the
Burgomeister of their town to the 'Burgomeister' of
Chalfont St. Peter. Cllr R Alien will accept the gif on
behalf of the village.
• Cllr. B Alien - told the meeting that the PACCAR
Foundation had given a cheque for £500,000 to the Scout
Camp, which would enable it to continue running.
• Cllr R Allen will be presented with the cheque from
the Buckinghamshire Building Society on Friday 26lh July
for the Coronation Clock. Cllrs R Alien and B Alien will
be attending.
25. REPORTS OF COMMITTEES
Open Spaces - notes of informal meeting held on 2nd
July, 2007 - Noted. Comments Arising:-
• Cllr Mrs Harper informed the meeting that she had
attended the prize giving at St. Mary's School. They had
produced models and displays for a new play area for
Gold Hill Common as part of event arranged by the Bucks
Business Partnership. The girls had a complete brief and
they involved in design, construction and teamwork.
Cllr Mrs Darby hoped that any future arrangements would
be carried out with the knowledge
of the Parish Council.
• Directional sign A413 - Cllr Mrs Bacon had been onto
BCC. This was of very little concern to
them. In future it will have to go through the proper
channels. Cllr Mrs Darby suggested a sign on
the A413 pointing to Mill Meadow. The Council had
already been told that the existing sign has to
be replaced with one of the same size. It is thought
that perhaps it would be better to have the
sign saying Mill Meadow and then another sign indicating
the other organisations. Cllr Nowell
suggested erecting a new sign on the same site and of
the same size with as few organisations
on it as possible. This to be referred back to Open
Spaces.
• Precinct - Cllr. B Alien - said that all the surface
water that runs down the streets goes into drains and
ends up in the River Misbourne and is nothing to do with
the actual foul drain. He had spoken to the agent who
said he had been told nothing about it. Thames Water
installed pumps and non return valves. On this
particular Sunday there was a huge downpour which caused
serious flooding. Twenty four hours later it was half
flooded. Then every drain was filled right up. Writing
to the owner of the precinct pointing out it is a health
and safety issue. Cllr Darby suggested that copies of
the correspondence which Cllr B Alien had on this be
circulated to the shop owners.
• Best Kept Village competition. No results out at this
time.
Policy And Finance on 4th June
Minutes (not presented at last meeting) were accepted as
a true record.
Amenities And Planning on 9th July Minutes were
accepted a true record. Matters Arising
• Although the Italian restaurant in Market Place has
been granted an alcohol licence, they do not have
planning permission at present. Parish Council wrote to
the Magistrates Court but have now had a reply stating
that the Parish Council had not made proper objections
at the earlier hearing in April and therefore cannot
appeal at this time. Cllr Mrs Darby pointed out the old
method of informing the Parish Council of licence
applications does not happen any more. The Parish
Council no longer gets officially notified. Licensing
applications are published in the Bucks Free Press. It
is only South Bucks District Council who still send out
information to their parishes. Will have to check on the
web site regularly for new licence applications.
• Cllr Adams' response to the gypsies and travellers
consultation was approved.
• Time Breaker, refer to Policy & Finance committee.
• Community Association Open Day rota for Parish Council
table was circulated.
• Bucks Waste Development Plan document, referred back
to A&P. Cllr B Alien informed the Council that Wapseys
Wood has been a land fill for many years. An energy from
waste plan is very clean. The greatest problem being the
higher volume of vehicles.
26. CORRESPONDENCE
• Temporary road closures - noted.
• Tree inspector's comments and recommendations
regarding Bull Lane - Noted.
27. COUNCILLORS' REPORTS
• Cllr Miller - VOPAG - A community voluntary car
service had been considered. Cllr Mrs Darby pointed out
that there were already several similar services in
operation; suggested these be contacted in order not to
duplicate.
Cllr Mrs Bacon - Local Area Committee - crossing at Mill
Meadow is estimated for September ,2007. Refused a
pelican crossing as it was too expensive.
• Cllr. Quigley - BALC - the representatives of Milton
Keynes want to link with Bucks.
• Cllr. Nowell - PCT meeting - the deficit has grown at
the same pace as last year. Have another set of
consultants. Bucks Hospital Trust - to attend on
Wednesday.
28. INFORMATION ITEMS
Cllr Quigley - car parking in Lower Road. Wanted to know
if the Parish Council had any news on this as he was
very concerned about the risk of a major accident
occurring in the future.
No other business being raised, the meeting closed at
10.05pm
