MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE COMMUNITY CENTRE, CHALFONT ST PETER, ON MONDAY 23rd JUNE, 2003 AT 8 P.M.

23 PRESENT
Cllr J Banham (Chairman), Cllr K Adams, Cllr B Allen, Cllr Mrs J Bacon, Cllr Mrs I Darby, Cllr V Gupta, Cllr M Horne, Cllr A Moffat, and the Clerk.

24 TO ACCEPT APOLOGIES FOR ABSENCE
Apologies were received from Cllr Mrs Smith, Cllr Mrs A West, Cllr N Collins, Cllr D Palmer and Cllr J Warder.

25 DECLARATION OF INTERESTS
None were received.

26 CHAIRMAN’S ANNOUNCEMENTS
The Chairman thanked his son and Cllrs Gupta, Moffat and Palmer for helping with the litter picking for the Best Kept Village Competition.
The Chairman had attended a Strawberry Tea at Abbey Home, Austenmead on behalf of the Parish Council.

27 MINUTES OF THE LAST MEETING
Minutes of the last meeting held on 12th May, 2003, were considered and signed by the Chairman as a true record.

28 MATTERS ARISING
Minute 7 - Committee membership of Cllr Warder deferred until the next meeting due to his absence.
Minute 12/421 - Two meetings have been held regarding Chipstead and a day had been set for Saturday 12th July for a clear up of the rubbish on the site. Allocation of funding for further projects on the estate has not been finalised yet.
Minute 17 - Councillors were satisfied with the 'CV's of the candidates to be interviewed for co-option.

29 CORRESPONDENCE
• Booklets for borrowing:-CSP Parish Magazine, English Nature, Anonymous Bucks, Chiltern News, CPRE Newsletter, News of the Woods.
• Launch of the Vehicle Crime Prevention Campaign on 27th May, 2003 - Noted.
• Standards Board for England had produced a booklet and video to help introduce new members to the code of conduct and is available from the Clerk. Cllr Gupta attended CDC's training session on this subject.
• CDC confirmed that the Dog Designation Orders are now in place which means that if anyone allows their dog to defecate in any designated area and does not remove the faeces they are guilty of an offence and an be issued with a fixed penalty notice or prosecuted through the courts.

Reports and recommendations were accepted on the proposition of Cllr Horne, seconded by Cllr Allen.

Matters Arising
Minute 24A Precinct - A letter had been received from the Estates Manager outlining improvement work to be carried out this year. The potholes had already been filled in.

Open Spaces on 2nd June, 2003
Reports and recommendations were accepted on the proposition of Cllr Moffat, seconded by Cllr Banham.

Policy and Finance on 9th June, 2003
It was pointed out that in these Minutes the Policy and Finance Committee were recommending the unaudited accounts to be ratified. Reports and recommendations were accepted on the proposition of Cllr Mrs Darby, seconded by Cllr Ms Bacon.
Matters Arising
Minute11F - To consider the possibility of sponsoring additional police vehicle - Cllr Banham asked members of the public at the Police Meeting if they supported this proposal but the public were definitely opposed to this suggestion.
Minute 12 F To make comment on the periodic electoral review of Bucks C.C. - It was pointed out that no specific views were made at this stage but just a general comment on the whole of the County.

32 TRANSFER OF JUSTICES LICENSES AT THE POACHERS AND GREYHOUND INN

33 TO CONSIDER REVISING COUNCIL'S MEETING DATES BETWEEN SEPTEMBER TO DECEMBER, 2003
Chiltern District Council have now set the dates for the rest of the year after the elections. In order for Amenities and Planning to coincide with changes in CDC's Planning Committee dates and to remain at one meeting a week, the revised dates are recommended to be approved. The Clerk to issue dates for up until the end of the council's year, i.e. April, 2004.


34 TO CONSIDER WORKING TOWARDS BECOMING A 'QUALITY PARISH'
The Clerk had prepared a report for consideration. Since the report was written the government have produced another document on Quality Parishes. After much discussion, Cllr Horne proposed, seconded by Cllr Gupta, that the consideration of becoming a Quality Parish should be deferred until the next Council meeting in order to allow new councillors time to read the Government documents. This was agreed unanimously.

35 TO AGREE THE CONTENTS AND DESIGN OF THE PARISH COUNCIL WEB SITE
It was agreed that contact numbers for 'Outside Bodies' should be deleted. Also to organise for parish councillors to have the domain name email address and not their personal emails on the web site. Parish web site to be linked to Colne Valley Park web site.
It was agreed that it was a well designed web site containing a lot of information and the designer, Mr Watts, should be commended for all his work.
It was decided to launch the web site as soon as the domain name becomes available.

36 TO CONSIDER THE REPLY FROM ROYAL MAIL REGARDING THE REQUEST FOR A POST OFFICE BALLOT TO REMOVE GERRARDS CROSS FROM THE POSTAL ADDRESS OF CHALFONT ST PETER
Royal Mail was unable to respond to our request due to Gerrards Cross being the postal town. Staincross was able to have a ballot for the inclusion of a locality but Chalfont St Peter is unable to have a ballot for the exclusion of a postal town. It was agreed that the Clerk should ask Royal Mail the reasons for Chalfont St Giles not having the postal town, Amersham, included in its postal address.

37 TO AGREE A ROTA TO MAN THE STALL AT ST PETER'S FEAST DAY
A rota was completed for the Parish Council's stall at the Feast Day. This year the 'Village Appraisal' was the theme for the stall as had already been agreed. Councillors were asked to seek the views and comment of the public by means of a questionnaire. Councillors were also reminded about the invitation to attend the ecumenical service on the Friday night at 8p.m.

INFORMATION ITEMS

38 MEETING WITH THE LEADER OF THE CHILTERN DISTRICT COUNCIL
An invitation had been sent from the Leader of Chiltern District Council for the Parish Council to discuss serious issues which effect the parish and the district with the executive of CDC. It was agreed that representatives from the parish should be Chairman, Vice-Chairman, Chairman of committees and in the case of Amenities and Planning, the Vice- Chairman, Cllr Mrs West (as Cllr Palmer is already Vice-Chairman of the Council). Issues to be discussed:-
• Access to the land which is for sale in Gravel Hill.
• The state of the mound at the entrance to Mill Meadow and concern about the length of time taken to remove it.
• The bad state of repairs of the track outside the Council office.
• Onyx cleaning contract and emptying of litter bins.
• Rent review of CSP Community Centre.
• Parking areas.
• Frequency of grass cutting of road verges.
• Lack of facilities at the Leisure Centre.

39 LAND FOR SALE AT GRAVEL HILL
Cllr Banham pointed out that 2 issues had recently been raised:-
1. CDC has never given permission for access.
2. The legal department at CDC had advised that Parish/District councillors should not be in negotiation with District and likewise Parish/County councillors should not be involved in discussion at County level due to a conflict of interest.

THE FOLLOWING ISSUES ON THIS SUBJECT WERE CONTINUED IN CLOSED SESSION WHICH IS ON PINK PAPER

No other business being raised the meeting closed at 9.40 p.m.
