MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE COMMUNITY CENTRE, CHALFONT ST PETER, ON MONDAY 28th JUNE, 2004 AT 8 P.M.

27 PRESENT
Cllr J Banham (Chairman), Cllr K Adams, Cllr B Allen, Cllr Mrs Bacon, Cllr Mrs I Darby, Cllr V Gupta, Cllr A Moffat, Cllr D Palmer, Cllr Mrs Smith, Cllr Dr Warder, Cllr Watts, and the Clerk.

28 DEMOCRATIC QUARTER OF AN HOUR
A number of residents from Croft Road, Lower Road, St Peter’s Court, Woodside and Criss Grove had presented a petition to the Chairman of the Council regarding traffic congestion along Lower Road. One resident was present at the Democratic Quarter of an Hour to explain the situation. Since car park charges started being levied in Church Lane car park, there has been increased parking on the roads around the village centre, particularly Lower Road. The parking along Lower Road is dangerous and sometimes illegal. Parked cars have reduced, and even blocked, access from driveways, limited parking space for residents and has made exiting from roads adjoining Lower Road very dangerous. Also parked cars have reduced the width of the highway making it very difficult and sometimes impossible for 2 lorries/coaches to pass at the same time resulting in vehicles mounting the pavement on some occasions.
Cllr Mrs Smith asked if the residents had a solution to the parking problems. The resident replied that the 30 mph signs should be made more obvious, parking restricted to 1 hour and double yellow lines used in critical locations such as outside Hither Meadow.
Cllr Mrs Bacon thanked the resident for bringing this problem to her attention and she would include it the Speed Review consultation for Area 10.

It was agreed to extend the Democratic Quarter of an Hour.

Cllr Mrs Smith suggested that a possible solution could be a one way system.
It was agreed that this matter would be referred to Amenities and Planning Committee for further investigation.

29 TO ACCEPT APOLOGIES FOR ABSENCE
Apologies were received from Cllr Mrs West, Cllr Collins and Cllr Horne.

30 DECLARATIONS OF INTERESTS
None were received.


31 MINUTES OF THE LAST MEETING
Minutes of the last meeting held on 24th June, 2004, were considered and signed by the Chairman as a true record.

32 CHAIRMAN’S ANNOUNCEMENT
• The Chairman thanked those councillors who attended St Peter’s Feast Day and Sunday afternoon litter picking sessions.
• An amendment to meeting dates – The Amenity and Planning meeting would be on Tuesday 31st August not on the 30th which is a Bank Holiday.
• Cllr Palmer would be chairing the next Council meeting.

33 CORRESPONDENCE
• Booklets for borrowing:- Countryside Voice, JOTS (Consumer Advice), Chiltern News, Fieldwork (CPRE), English Nature.
• Invitation to the AGM of the Chiltern Racial Equality Council on 15th July, 2004. Cllr Gupta would be attending.
• Results of the Comprehensive Performance Assessment at CDC. The results are excellent.
• The Member of the Youth Parliament, Jeremy Moses, and some young people will be able to attend the Parish Council meeting on 27th September.
• Invitation to CSP Community Association Fun Quiz on 13th July, 2004. Anyone interested to contact the Clerk.
• Petition from residents in Croft Road regarding parking along Lower Road.
• Minutes of Denham Aerodrome Consultative Committee for 10th March, 2004 – Noted.


34 MATTERS ARISING FROM THE LAST MINUTES
An election to fill the vacancy in the Chalfont Common Ward would be held on the 29th July. Nominations needed to be submitted to the Returning Officer by noon on 2nd July.

Matters Arising from the Meeting on 21st June, 2004
Minute26A New Refuse Collection Contract – Cllr Darby expressed concern that the contract was changing from back door to boundary collection. If boundary collection became a condition many residents would leave the bag out the night before which could allow the bags to become split open and the contents dispersed in the highway. Also many elderly people would not be able to carry their bag to the boundary.
Cllr Warder replied that at the present time 80% of residents already put their bag at the boundary as many people did not like the refuse collectors coming to their back door. When this new scheme is imposed, a back door collection would still be available for elderly people and they would not need to be registered disabled. District Council is looking at the possibility of using thicker black bags and also considering a trial scheme of collecting kitchen waste in biodegradable bags for composting.

38TO COMMENT ON THE PERIODIC REVIEW OF PARISH ELECTORAL ARRANGEMENTS BY CDC
This was referred to an additional meeting of the Policy and Finance Committee, the date of which to be agreed by the Clerk and Chairman of the Committee. Cllr Banham to find out more information from District.
39.TO CONSIDER IF ANY MEMBER OF THIS COUNCIL WISHED TO BE ELECTED AS A MEMBER OF THE CONVERSATION BOARD FOR THE CHILTERNS AREA OF OUTSTANDING NATURAL BEAUTY
Cllr Adams agreed to consider standing for election. It was agreed unanimously that if he wished to proceed, the Parish Council would support him.

40. TO CONSIDER PROPOSALS FOR THE SPEED LIMIT REVIEW: AREA 10
Cllr Mrs Bacon will be a member of this review panel for BCC. Comments have been received from the Village Appraisal Groups. Any further comments from individuals should be passed to the Clerk. Additional comments raised during this meeting were:-
The speed limit on the A413 between Chalfont St Giles and Chalfont St Peter should be reduced to 40 mph.
The 30mph speed limit sign on Rickmansworth Lane past the post office should be moved to the last house by the dip in the road.
The 30mph speed limit sign along Denham Lane should be moved beyond the junction with The Warren.
There should be another zebra crossing at the top of Market Place.

At this stage it was pointed out that these are only comments and a formal response from the Parish Council has not yet been requested.

INFORMATION ITEMS

41 PUBLIC TELEPHONE BOX BY THE WAGON AND HORSES
This telephone kiosk had been out of action for some time. BT had promised to keep this old style kiosk. The possibility of purchasing it was mentioned. The matter referred to the next Policy and Finance Committee meeting.

42 CHAIRMAN’S BOARD IN THE MARY SMITHELL’S ROOM
This needs to be up-dated.

43 APPEAL BY GYPSIES AT ROBERTS LANE
The gypsies at Roberts Lane have appealed against the Enforcement Notice issued by CDC. Cllr Mrs Smith asked the Parish Council to write to the Secretary of State about this matter and ensure that the public is informed about the comments made by Parish Council. This was referred to the next Amenities and Planning meeting.

44 PAPER RECYCLING
Cllr Warder asked councillors to contact him if anyone had ideas to increase the amount of paper collected form households. At present only 23% of householders put out their ‘paper’ boxes for collection.

No other business being raised the meeting closed at 9.20p.m.
