Moffat Tel & FAX 01753-891582 e-mail smoffat@chalfontstpeter-pc.gov.uk MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE COMMUNITY CENTRE, CHALFONT ST PETER, ON MONDAY 29th MARCH, 2004 AT 8 P.M. 167 PRESENT Cllr J Banham (Chairman), Cllr K Adams, Cllr Mrs P Bacon, Cllr M Cocksedge, Cllr N Collins, Cllr Mrs I Darby, Cllr V Gupta, Cllr A Moffat, Cllr D Palmer, Cllr Mrs L Smith, Cllr Watts, and the Clerk. 168 DEMOCRATIC QUARTER OF AN HOUR A representative from the Environment Action Team of the Village Appraisal Group presented proposals for improvements to the A413 to reclaim it as part of the Village. The proposals included:- 1. Field gates either side of the village i.e. near the Kingsway roundabout at one end and the Water Hall at the other. 2. Buffer zones near Tesco's Express to include a 40mph between the 30 and 50 mph signs. 3. New signage to inform drivers they are entering Chalfont St Peter and why it is unique. Locations to include the 2 roundabouts. 4. Filter system by the Greyhound roundabout so traffic moves to the correct lane. 5. Zebra crossing outside the Community Centre to improve crossing this busy road and to assist the Safer Routes to School Scheme. 6. Improved planting to include trees and wild flowers. The Parish Council expressed their thanks for an excellent presentation. Cllr Banham suggested it may be appropriate to display this again at the Parish Meeting in May and to invite the Area Co-ordinator from Highways to comment on these proposals. Cllr Collins joined the meeting. It was agreed to extend the Democratic Quarter of an Hour. The Chairman of CSP Safety Group informed the Council that the possibility of closing the footpath between Lovel Road to Nicol Road was being investigated as it had fallen into disuse due to vandalism and crime. There is usually a massive trail of destruction along the footpath and discarded food and glass which causes a health hazard. The Community College and the Police agree it should be closed. A survey is being carried out to find out the views of owners of the properties adjacent to the footpath and the wider community that use it. It was agreed to extend the Democratic Quarter of an Hour again. A resident of Priory Way expressed concern about the possible installation of an Orange telephone mast outside the car park of St Joseph's School being at such near proximity to many people using the area particular children using this route to the school near-by. He did suggest alternative locations along Austenwood Lane. This resident was informed that the Parish Council had already objected to the site in Priory Way and would consider his alternative locations at the next Amenities and Planning meeting. 169 TO ACCEPT APOLOGIES FOR ABSENCE Apologies were received from Cllr Allen and Cllr Warder. 170 DECLARATION OF INTERESTS None were received. 171 MINUTES OF THE LAST MEETING Minutes of the last meeting held on 23rd February, 2004, were considered and signed by the Chairman as a true record. 172 CHAIRMAN'S ANNOUNCEMENTS • The new Administrative Assistant will start on 5th April, 2004. The successful candidate for the Village Warden post did not wish to take up the offer so this position has not yet been filled. • A reminder that car parking charges commence on the 1st April. 173 CORRESPONDENCE • Booklets for borrowing:- Local Council Review, Chiltern News, Newsletter from the Hospice of St Francis and CSP Parish Magazine. • 'Help bring Broadband to your Community' from defra - Noted. • Information on Licences to screen films - Noted. • Invitation to councillors who have served over 25 years to attend a buffet lunch at County Hall to acknowledge their long service to the Community. Cllr Adams and Cllr Allen have served over 25 years. • Copy of the letter sent to Chief Superintendent Donlan from the Chamber of Commerce about 'Hooliganism' in the Village - Noted. • Invitation by the Chiltern Community Partnership to a conference on 'The Vision for Chiltern in 2020' on 17th May, 2004 from 10a.m. to 3.30p.m. Please inform the Clerk if any councillor wishes to attend. • Invitation to the AGM of Age Concern on 7th April, 2004 -Noted. • Invitation for a representative to attend a meeting the first meeting of the Chiltern anti-Racial Harassment Group on 22nd April, 2004 at 10.30a.m. Please inform the Clerk if any councillor wishes to attend. • A copy of a letter sent to Leader of the District Council from a local businessman unhappy with the car park charges which will commence shortly. • Minutes of the Denham Aerodrome Consultative Committee - Noted. 174 MATTERS ARISING FROM THE LAST MINUTES Minute 163 Siblet's Wood - Cllr Mrs Bacon has asked the Legal Department at Bucks C.C. to consider making a Creation Order for the 'Electricity Path' to be made public. 175 REPORTS OF COMMITTEES Amenities and Planning on 26th January, 2004 and 2nd February, 2004 Reports and recommendations were proposed and accepted. 176 TO CONSIDER THE PARISH COUNCIL'S VIEW OF THE POSSIBLE CLOSURE OF THE FOOTPATH BETWEEN LOVEL ROAD AND NICOL ROAD This item was deferred to a future meeting once survey results and maps are available for consideration. 177 TO CONSIDER THE RENEWAL OF THE ANNUAL SUBSCRIPTION TO BALC The Council concluded that BALC provided a good service and agreed to renew the subscription for 2004/5. This year more publicity would be arranged to encourage the community to pick up litter. Also to encourage other groups, such as the Village Appraisal Group and shopkeepers, to join councillors in litter picking. Tabards and 'A' boards to be made available for these occasions. Refer to Amenities and Planning to organise the litter picking campaign. Any litter 'hot spots' to be reported to the Clerk. 180 TO CONSIDER CHANGING DATES OF PARISH COUNCIL MEETINGS TO COINCIDE WITH DATES OF PLANNING MEETINGS AT CHILTERN DISTRICT COUNCIL The revised dates were agreed and accepted by the Council. 181 NOTICE OF TRANSFER OF LICENCES AND RENEWAL OF COMMUNITY PREMISES LICENCES • Transfer of Licence for NSE and Three Pigeons - Noted. • Renewal of Community Licence for Community Centre, Church Hall, Youth Centre, Horn Hill Village Hall and St Joseph's Hall - Noted. 182 TO COMMENT ON THE DRAFT GUIDANCE TO MONITORING OFFICERS BY THE STANDARDS BOARD FOR ENGLAND Cllr Banham had examined these documents and proposed that no comment should be made. This was agreed by the Council. 183 TO COMMENT ON THE DRAFT RECOMMENDATIONS OF THE PERIODIC ELECTORAL REVIEW OF BUCKS C.C. The main proposal which effects CSP is to create a single member CSP Division which covers most of the parish. Due to the size of parish, Chalfont Common ward would transfer to the Chalfont St Giles Two Member Division. Cllr Mrs Bacon disagreed with this proposal as Chalfont Common Ward has no strong links with Chalfont St Giles. 9.25p.m. Cllr Collins left the meeting. An alternative suggestion was to have One Division with three members, named 'The Chalfonts' covering Chalfont St Giles, Chalfont St Peter and Seer Green. It was agreed to consult with the parish councils at Chalfont St Giles ad Seer Green, to find out if they would support this proposal and discuss the matter again at the next Council meeting. INFORMATION ITEMS 184 SPEED SIGNS ON A413 Cllr Adams suggested that the 30 m.p.h. sign should be moved towards Chalfont St Giles by the entrance to Gravel Road Service road. 185 THE MISBOURNE DOCTORS SURGERY Cllr Adams reported that new arrangements had been made for emergency cover when the doctor's surgery was closed. 186 YOUTH SHELTER Cllr Watts informed the Council that the opening of the new youth shelter on Gold Hill Common would take place this Saturday at 4p.m. and all councillors were invited to attend. 187 PRIMARY CARE TRUST The Primary Care Trust was proposing to take planned services away from Wycombe Hospital to Stoke Mandeville and only have emergency services at Wycombe. This would take services further away from Chalfont St Peter and need to ensure that this community still has the right to use Wexham Park Hospital. There are public meetings to discuss these changes, the nearest one being at the Fitzwilliam Centrre, Beaconsfield on the 26th Aril at 7.30p.m. No other business being raised the meeting closed at 9.40p.m. Meetings in April 19th April - Amenities and Planning at 7.30 p.m. 21st April - Village Appraisal Steering Group at 7p.m. 26th April - Council at 8 p.m. |
