MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST
PETER HELD IN THE COMMUNITY CENTRE, CHALFONT ST PETER ON MONDAY 12TH MAY,
2003 AT 8 P.M.
1 PRESENT
Cllr D Palmer(Chairman), Cllr K Adams, Cllr B Allen, Cllr Mrs P Bacon, Cllr
N Collins, Cllr Mrs I Darby, Cllr Gupta, Cllr Horne, Cllr A Moffat, Cllr Mrs
West and the Clerk.
2 ELECTION OF CHAIRMAN
On the proposition of Cllr Mrs Bacon, seconded by Cllr Darby, Cllr Banham
was nominated as Chairman. No other nominations being received, Cllr Banham
was duly elected for the ensuing year.
3 ELECTION OF VICE-CHAIRMAN
On the proposition of Cllr Moffat, seconded by Cllr Allen, Cllr Palmer was
nominated as Vice-Chairman. No other nominations being received, Cllr Palmer
was elected for the ensuing year.
Due to the absence of Cllr Banham, Cllr Palmer acted as Chairman for the
purpose of this meeting.
4. CHAIRMAN'S ANNOUNCEMENTS
Cllr Palmer welcomed the new members, Cllr Gupta and Cllr Horne, to the
Parish Council.
5. APOLOGIES
Apologies had been received from Cllr Mrs L Smith, Cllr J Banham and Cllr Dr
J Warder.
6. DECLARATION OF INTERESTS
None were received.
7. ELECTION OF COMMITTEES
Amenities and Planning
On the proposition of Cllr Palmer, seconded by Cllr Mrs Darby, members of
this committee were elected as shown on attached list.Open Spaces
On the proposition of Cllr Moffat, seconded by Cllr Mrs Bacon, members of
this committee were elected as shown on attached list.
Policy and Finance
On the proposition of Cllr Collins, seconded by Cllr Mrs Bacon, members of
this committee were elected as shown on attached list.
8. ELECTION OF CHAIRMEN OF COMMITTEES
Amenities and Planning
Upon the proposition of Cllr Darby, seconded by Cllr Allen, members of the
Committee elected Cllr Palmer as the Chairman for the ensuing year. Upon the
proposition of Cllr Palmer, seconded by Cllr Mrs Darby, Cllr Mrs West was
nominated as Vice-Chairman. Cllr Adams was also nominated as Vice-Chairman
by Cllr Allen. Members of the Committee requested a secret ballot to vote
for the vice-chairmanship. With a count of 4 votes to 2, Cllr Mrs West was
elected as Vice-Chairman.
Open Spaces
Upon the proposition of Cllr Mrs Bacon, seconded by Cllr Collins, Cllr
Moffat was elected as Chairman of this Committee for the ensuing year.
Upon the proposition of Cllr Collins, seconded by Cllr Moffat, Cllr Mrs
Bacon was elected as Vice-Chairman for the ensuing year.
Policy and Finance
Upon the proposition of Cllr Palmer, seconded by Cllr Mrs Bacon, Cllr Mrs
Darby was elected as Chairman of this Committee for the ensuing year.
Upon the proposition of Cllr Palmer, seconded by Cllr Moffat, Cllr Mrs Smith
was elected as Vice-Chairman for the ensuing year.
9 ELECTION OF TRUSTEES FOR THE MARIA TAYLOR CHARITY
Trustees are only elected every four years and this was carried out in 2002
therefore Cllr Allen and CllrAdams remain as the trustees.
10 REPRESENTATIVES ON LOCAL BODIES
At the proposition of Cllr Mrs Darby, seconded by Cllr Mrs Bacon,
representatives on local bodies were agreed as shown on attached list. It
was also agreed that in the future the list should state clearly the
representative for the Parish separate to the representative for the
District or County, how many parish council representatives are required and
contact address for the organisation concerned.
11 MINUTES
Minutes of the last meeting held on 28th April, 2003, were considered and
signed by the Chairman as a true record.
12 MATTERS ARISING
Minute 421 - Date still to be arranged.
Minute 425 - At the proposition of Cllr Mrs Darby, seconded by Cllr Moffat,
it was agreed that Cllr Bacon and Cllr Palmer should be the representatives
on the Village Guide. Cllr Mrs Darby is already on this committee as member
of 'The Pride in the Village Group'.
13 CORRESPONDENCE
Booklets for borrowing - Chalfont St Peter Parish Magazine, Chalk and Trees
from Chilterns Conservation Board, Matters Arising from BALC, Harnessing the
Elements from South East England Regional Assembley, Your Guide to Road
Safety in Bucks.
14 ACCOUNTS
The following accounts were examined and having been found in order cheques
were drawn on the proposition of Cllr Mrs Darby, seconded by Cllr Mrs Bacon.

15 AMENDMENTS TO COUNCIL SIGNATORIES
It was resolved that ex-Cllrs Mrs Priestley and Maunder, and ex-Cllrs
Barraclough, Wood be removed from the list of signatories for Council
cheques and that Cllrs Mrs West, Collins, Horne and Gupta be added. A new
bank mandate was signed to this effect. The Clerk to check if the Clerk to
the Council should be one of the signatories.
16 TO RECEIVE THE DRAFT UNAUDITED ACCOUNTS FOR 2002-3
These accounts were received for approval at a later date.
17 TO AGREE CO-OPTION PROCEDURES FOR THE 2 VACANCIES IN THE CHALFONT COMMON
WARD
The Clerk to check with CDC if the vacancies were required to be advertised.
If advertising was not required, it was agreed to proceed with the co-option
procedure and the names of recommended candidates to be available for the
next Council meeting.
18 BEST KEPT VILLAGE COMPETITION
A rota was circulated to organise volunteers for litter picking for 4
consecutive Sunday afternoons commencing 25th May to coincide with the
judging for the Best Kept Village Competition. To meet at 2.30 p.m. in
Church Lane Car Park.
INFORMATION ITEMS
19 BULL LANE STEERING COMMITTEE
Cllr Gupta reported that a steering committee had been organised for Bull
Lane concerned with traffic issues and pedestrian footway availability.
20 SKATE BOARD PARK
Cllr Collins reported that there had been trouble at the skate board park
with bullying.
21 ANNUAL PARISH MEETING
Cllr Adams was concerned that the chairmen of committees were not presenting
their reports at the meeting this year. It was agreed that this would be
reviewed for next year.
22 SPLASH GARDEN
Cllr Palmer thanked the Clerk ad Haywardens for replanting the Splash Garden
and returning the Parish Council's sign.
No other business being raised the meeting closed at 9.20 p.m.
