The Community Centre, Gravel Hill, Chalfont St Peter, Bucks,SL9 9QX Clerk and Treasurer: Mrs S.Moffat Tel & FAX 01753-891582 e-mail smoffat@chalfontstpeter-pc.gov.uk MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE COMMUNITY CENTRE, CHALFONT ST PETER, ON MONDAY 28th NOVEMBER 2005 AT 8 P.M. 80 PRESENT Cllr Gupta (Chairman), Cllr Adams, Cllr B Allen, Cllr R Allen, Cllr Mrs P Bacon, Cllr Banham, Cllr Mrs I Darby, Cllr Horne, Cllr Moffat, Cllr Nowell, Cllr Shafe, Cllr Mrs L Smith, Cllr Warder and the Clerk. 81 DEMOCRATIC QUARTER OF AN HOUR Bryan Sheppee updated the Council regarding the activity of the Chamber of Commerce (C of C). He stated that the membership of the C of C had increased to 70 shop-keepers in the village centre. It is a democratic organisation run by volunteers and represents the views of its members. The C of C were pleased that Market Place Traders had organised their own Christmas lights but disappointed that they had not done so for the whole of the village. It has proved difficult for the two organisations to work together especially regarding fund raising activities. Mr Sheppee felt that it would best if the Market Place Traders organised the Christmas lights for the whole of the village centre and the C of C organised the hanging baskets for the whole of the village centre. Also, the C of C were grateful to the Parish Council for providing one hours free parking in Church Lane car park. He asked the Council when considering free parking for 2006-7 to keep in mind the 300 free parking spaces that may become available if Tescos is completed in Gerrards Cross. Mr Sheppee concluded by wishing members of the Council a ‘Happy Christmas’ and inviting them to the Fun Night on the 2nd December. Cllr Mrs Darby asked Mr Sheppee if the Market Place Traders have agreed to organise all the Christmas lights. Mr Sheppee replied that this had not happened yet. Cllr Mrs Bacon stated if an amicable agreement was not reached between the two organisations then the Parish Council would have to reconsider the allocation of funding. Cllr Mrs Smith thanked the C of C and Market Place Traders for the beautiful display of Christmas lights in the village this year. 82 TO ACCEPT APOLOGIES FOR ABSENCE Apologies were received from Cllr Palmer and Cllr Watts. 83 DECLARATION OF INTEREST None were received. 84 MINUTES OF THE LAST MEETING Minutes of the last meeting held on 24th October 2005, were considered and signed by the Chairman as a true record. 85 MATTERS ARISING FROM THE LAST MINUTES Minute 74 To consider CDC’s document – Getting Closer to the Communities – Delivering the best for Chiltern – Replies received from CDC and Bucks C.C..- Noted. 86 CHAIRMAN’S ANNOUNCEMENTS Cllr Gupta reported that the Chairman of the Council, Cllr Palmer would be on holiday for both the November and December Council meetings. 87 CORRESPONDENCE • Booklets for borrowing:- Chalfont St Peter Parish Magazine, Chiltern Views ( Community Newsletter of the Chiltern Society), Chiltern News, Voluntary Action (Chiltern and South Bucks) Special Edition Newsletter and English Nature Magazine. • Extract from The Bucks of Thames Valley Police praising PCSO, Graham Johnson, for apprehending a car thief in the village. • Invitation to Public Meetings - Due to lack of public response in previous years, CDC have decided not to have one in CSP this year but the public will be able to attend those at Seer Green, Amersham or Chesham. • Response from the Office of the Deputy Prime Minister regarding the refusal of planning permission and dismissal of the Appeal at the NSE. The Council praised all the hard work of SENSE in helping to achieve this result. The Clerk reported that Cllr Palmer had thanked SENSE and had sent a letter to be published in the Bucks Advertiser to this effect. Cllr Banham thanked all the local residents who worked hard to get this result and also a vote of thanks to CDC which spent a lot of money to ensure the best legal representation was available. Cllr Banham went on to point out that the grounds for dismissal included two solid reasons, being in Green Belt and not sustainable, which would be difficult to overturn at later date. Cllr Mrs Smith did agree with this but drew attention to the fact the Highways issue was not included as a reason for dismissal. The Clerk reported that the NSE had approached the Council for talks regarding the future. Cllr Horne believed that the Council should respond to this in a constructive way as the NSE was a very good institution. He was also hoping that local residents would remove their campaign signs as these signs are upsetting for many residents of the NSE who did not fully understand the situation. • Public consultation on London Luton Airport Master Plan – Although this will be discussed at Amenities and Planning, a full set of the draft documents are available at the Council Office. 6. Matters Arising Minute 74 To consider CDC’s document – Getting closer to the communities – Delivering the best for Chiltern – Replies received from CDC and Bucks C.C. 88 REPORTS OF COMMITTEES Amenities and Planning on 31st October and 21st November, 2005 Reports and recommendations were proposed and accepted. Policy and Finance on 14th November, 2005 Cllr Banham, the Chairman of Policy and Finance, proposed the recommendations but no councillor seconded the recommendations. The Health Authority had a lease on this property and was still exploring the options available for future use. It was agreed to monitor the situation and liaise again if needed in the future. 93 ROTA FOR PARISH COUNCILLORS TO MAN THE CANDY FLOSS STALL AT THE VILLAGE FUN NIGHT Cllr Moffat has organised the stand. Councillors are needed to help to man the parish council stand and serve the candy floss. A rota was agreed. INFORMATION ITEMS 94 VILLAGE GUIDE Cllr Mrs Darby reported that the Village Guide was progressing. If anyone had any photographs, particularly digital ones, please send to Cllr Mrs Darby. 95 VOPAG Cllr Horne reported that VOPAG were concerned about the possible closure of bus services in the village and were carrying out a petition to send to Bucks C.C. 96 A413 Cllr Adams congratulated Bucks C C on the new road site lights along the A413 towards Denham. They appeared very effective. 97 WASTE REMOVAL Cllr Warder reported that from 21st November changes to waste regulations require all householders in England to have a responsibility, under the ‘Duty of Care’ to ensure their rubbish is passed on to authorised carriers only. Householders not taking this responsibility could face fines up to £5000. 98 CLERK’S REPORT • The Clerk reported that she had attended a days training course with Thames Valley Police on Neighbourhood Policing. Thames Valley Police were hoping to pilot this new scheme in Chalfont St Peter. • The Clerk reported that the Head Haywarden, Paul Isom, has resigned from his post as from 30th December, 2005. 99 NEW PREMISES Cllr Moffat reported that the refurbishment of the new premises was progressing and hoping to move in to this building in the New Year. 88 Continued Policy and Finance on 14th November, 2005 Cllr Banham, the Chairman of Policy and Finance, proposed the recommendations but there was no seconder. Cllr Banham proceeded to itemise the recommendations for approval. All the recommendations were approved except Minute 13F, 14F and 15F. At this point members of the public and the press were asked to leave the meeting. No other business being raised, the meeting closed at 10.00 p.m. |
