MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE COMMUNITY CENTRE, CHALFONT ST PETER, ON MONDAY 25th OCTOBER, 2004 AT 8 P.M.

79 PRESENT
Cllr J Banham (Chairman), Cllr B Adams, Cllr Allen, Cllr Mrs Bacon, Cllr Mrs I Darby, Cllr V Gupta, Cllr Horne, Cllr A Moffat, Cllr P Nowell, Cllr Palmer, Cllr Watts, Cllr Mrs West and the Clerk.

80 TO ACCEPT APOLOGIES FOR ABSENCE
Apologies were received from Cllr Mrs Smith, Cllr Collins and Cllr Dr Warder.

81 DECLARATIONS OF INTERESTS
None were received.

82 MINUTES OF THE LAST MEETING
Minutes of the last meeting held on 27th September, 2004, were considered and signed by the Chairman as a true record.

83 MATTERS ARISING FROM THE LAST MINUTES
• Minute 69/54 – Meeting with the police. A date has been set for a meeting with Chief Inspector Webb on the 29th November, 2004 at 7 p.m. prior to the next Council meeting.
• Minute 73 – Provision of facilities at Chalfonts Leisure Centre – Cllr Moffat had a meeting with the Director of Operations of Wycombe Leisure Trust (WLT). It was an encouraging meeting and WLT are considering ways to encourage the youth and community to use the facilities at the Leisure Centre. If WLT continue with the contract next year, it would hopefully bring back ‘pay as you go’ for users of the gym and keep the facilities open to the public.

84 CHAIRMAN’S ANNOUNCEMENT
There is a Millennium Wood Working Party on Saturday, 6th November at 10 a.m. to plant daffodil bulbs donated by British Airways.


85 CORRESPONDENCE
• Booklets for borrowing:- What’s on in the Chilterns, Annual Report of the Shadow Chilterns Conservation Board, Chalk and Trees, Safer Routes to School Newsletter and Countryside Voice.
• Buckinghamshire and Milton Keynes Fire Authority – Help us to Build Safer Communities –Invitation to attend workshops on this topic. Nearest workshop would be in Aylesbury Vale. It was agreed that the Fire Authority should be asked to hold workshops in the South of the County to encourage greater consultation.
• Invitation to the Board meeting of Chiltern and South Bucks NHS Primary Care Trust on the 28th October, 2004 at the Evreham Centre in Iver.

Matters Arising
Minute 42F – To consider the placement of the contract for the rebuilding of the HayWarden’s shed – At the proposition of Cllr Palmer, seconded by Cllr Mrs Darby, it was agreed to defer this recommendation until the sale of the Red Cross building has been investigated. The Red Cross building in Mill Meadow has come up for sale just recently. The agent, Bruton Knowles, is hoping for the sale to be completed by the end of November. It was agreed for councillors to inspect the building and for the Clerk to seek a valuation from the District Valuer. The possibility of purchasing this property for a parish office and haywardens store and mess room will be considered at the next Policy and Finance meeting.
Minute 47F To consider the budget for 2005-6
It was agreed that this recommendation should be deferred until a decision has been made regarding the sale of the Red Cross building.

88 TO REPORT THAT THE ACCOUNTS FOR 2003-4 HAVE NOW BEEN AUDITED
The external auditor has audited the accounts in accordance with guidance issued by the Audit Commission and no matters have come to their attention giving cause for concern that relevant legislation and regulatory requirements have not been met. The auditor did draw attention to reappraise the level of fidelity insurance cover in view of the significant level of the council’s financial resources. This matter will be referred to the next Policy and Finance Committee meeting.

89 REMEMBRANCE PARADE ON 14TH NOVEMBER
Councillors wishing to participate in the march should meet at 2.15p.m at Tunmers End on 14th November, 2004. The British Legion has invited councillors to tea after the parade.

90 TO CONSIDER MEETING DATES FOR 2005
The meeting dates published were proposed and accepted by the Council for 2005 subject to changes that may occur to planning dates issued by CDC.

91 TO CONSIDER NOTICE OF APPLICATION FOR TRANSFER OF OR NEW LICENSE
Budgens, Market Place – Noted.
Bottoms-Up, 1-3 High Street – Noted.
NSE – Noted.
Flowers Unique – Noted.

92TO CONSIDER THE PROPOSAL FOR A SIGN PLATE FOR MARKET PLACE
It was agreed that this Council would support this proposal, and similar proposals in the future, to maintain the heritage of this Village. Cllr Mrs West reported that Birrings Greengrocers were in agreement for this signage to be reinstated. Cllr Allan volunteered to start a ‘Heritage Fund’ by donating a £1000 from his share of the Bucks C.C. Community Fund.
The Environmental Group of the Village Appraisal would be informed and hopefully will have more ideas to improve/maintain the heritage of the Village in the future.

INFORMATION ITEMS

93 AREA 10 SPEED REVIEW
Cllr Mrs Bacon, who is part of this review panel, reported that 15 hotspots are being investigated in Area 10. Those concerning Chalfont St Peter are:-
• Gravel Hill changing the speed from 30 to 40 mph.
• Rickmansworth Lane – extending the 30mph speed limit.
• Chesham Lane and Denham – extending the 30mph speed limit.
The Speed Review panel will carry out formal consultation with the parish councils concerned but it was agreed that it may beneficial to make some comments before that stage. This matter was referred to the next Amenities and Planning Committee meeting for consideration.


94 CHURCH LANE CAR PARK
Cllr Nowell reported that there were several lights not working. The Clerk will report this to CDC.

95 CPRE
Cllr Adams reported that the AGMof the local branch if CPRE will take place on 30th October, 2004 at the United Reform Church in Beaconsfield.

96 PARISH COUNCIL SIGN
Cllr Moffat informed members that the sign outside the Community Centre publicising the Parish Council Office looks shabby and needs revamping. This matter was referred to the next Open Spaces Meeting for consideration.
