MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE COUNCIL OFFICES, CHALFONT ST PETER, ON MONDAY, 29th OCTOBER, 2007 AT 8P.M.

46. DEMOCRATIC QUARTER OF AN HOUR
Mr Dean, a local businessman in the Village, reported that his office glass frontage in Market Place has recently been damaged by ‘sniper shooting’. After experiencing this assault, he was asking about the possibility of CCTV cameras in the village centre.

The Clerk replied that Chiltern District Council (CDC) is in the progress of installing a CCTV camera at the junction of Market Place with the High Street.
Cllr B Allen invited Mr Dean to address the next NAG (Neighbourhood Watch Group) meeting about his problem.

Mr Bird presented his report on Special Parking Areas (SPA’s) from information received from CDC. The facts show there has been an increase of 157 Penalty Charge Notices (PCN) this year to 6132 PCN’s. 3588 PCN’s were issued in car parks or street parking bays which is 58.5% of all PCN’s issued. In Chalfont St Peter 217 PCN’s were issued of which 188 (86.6%) were issued in car parks or street parking bays. This leaves a total of 29 PCN’s being issued for street yellow line infringements i.e. just over 2 per month. Of all the PCN’s issued only 3.5% were issued in Chalfont St Peter. Mr Bird believes the facts show Chalfont St Peter appears to get significantly less attention than elsewhere in Chiltern District resulting in frequent illegal parking on double yellow lines around the village centre. Mr Bird asked the Parish Council to put in another request to CDC to stop illegal parking.
Cllr Mrs Darby commented that she thought it was time to ask CDC to take a tougher line on illegal parking.
Cllr Nowell congratulated Mr Bird on presenting these hard facts and agreed it was time to put pressure on CDC to do something about illegal parking.
At the proposition of Cllr Mrs Darby, seconded by Cllr Mrs Bacon, it was agreed to extend the Democratic Quarter of an Hour.
Mr Dean commented that the taxi rank in Church Lane encourages illegal parking and the congestion is made worse by people reversing from the parking bays outside the chemist shop.
Cllr Mrs Smith welcomed Mr Bird’s report and hopes that the Parish Council will write to CDC.
Cllr B Allen reported he had already discussed the problems of parking by the chemist shop with Bucks Highways’ Officers.
Cllr Nowell commented and it was agreed by members present that the main issue was parking on yellow lines which should not be clouded by the secondary issue of parking outside the chemist.

49. MINUTES OF THE LAST MEETING
Minutes of the last meeting held on 24th September, 2007 were considered and signed by the Chairman as a true record.

50. MATTERS ARISING FROM THE MINUTES
Minute 54 – Cllr Mrs Bacon reported that the road maintenance along Gorelands Lane and Chesham Lane has now been completed. The white markings and cats eyes on the sharp bend along Chesham Lane are a great improvement and Cllr Mrs Bacon did thank the Highways Officer for this at the last Local Area Committee meeting.

51. CHAIRMAN’S ANNOUNCEMENTS
• The Chairman congratulated Cllr Mrs Smith, Cllr Mrs Bacon and Sandy Warren for the opening ceremony of the Heritage Museum on the 27th October, 2007. The display in the foyer is very professional.
• Congratulations to Chalfont St Peter Scout Group for the Firework display last Saturday.
• It has been agreed by members concerned to move the next Policy and Finance meeting from 19th November to 6th December, 2007.
• The Chairman asked for an emergency item to be added to the agenda as follows:-

8.35p.m. Cllr Warder joined the meeting.

52. DELEGATED BUDGET SCHEMES FOR 2008-09
Cllr R Allen asked for an additional item to those already put forward; this being the installation of barriers along the footway between Hillside Close and Rickmansworth Lane to prevent bikes speeding through the footway. Recent communication from Bucks Highways Officer explained Bucks C.C. do not have funds available for such work. This was agreed.

53. CORRESPONDENCE
• Booklets for borrowing:- CSP Parish Magazine for October, Chiltern Views.
• Thank you letter from the organising committee of St Peters Feast Day and next year’s event will be held on 28th June, 2008
• Invitation to the AGM of the League of Friends on 5th November, 2007. The speaker will be Mr Mills, Director of System Reform From the Buckinghamshire NHS Primary Care Trust. Unfortunately no councillors were able to attend.

Matters Arising
The Parish Council is still waiting to be approached by the proprietor of The Poachers PH regarding the use of the Chalfont St Peter insignia.

It was brought to the attention of councillors the proposed new zebra crossing on the A413 outside the entrance to the Community Centre was now in progress.

Policy and Finance on 15th October, 2007
Reports and recommendations were proposed, seconded and accepted as a true record after correcting the date on the Risk Assessment, under Minute 20F, to ‘ 29th October, 2007’.
Matters Arising
Minute 15F To Review The Situation Regarding The Land For Sale At Gravel Hill
Due to the confidentiality of this subject members of the public and press were excluded from the meeting. On Pink Paper for councillors eyes only.
17F To Consider The Position Of Parking Fees At Church Lane Car Park
After further discussion on this matter a vote was taken on the recommendations proposed by the Policy and Finance Committee being ‘ The Parish Council should ask CDC if it would consider allowing the Parish Council to provide one hour free parking for 2008-09 at a fee of £15,000 which would be the estimated cost of re-imbursement of income lost based on this year’s ticket sales’.
Cllr Warder, Cllr Mrs Darby and Cllr Mrs Smith declared an interest being District Councillors and did not vote.
By a vote of 7 votes to 3 the proposition was carried.

56.TO AGREE THE MEETING DATES FOR 2008
The meeting dates for 2008 had been circulated for consideration. These dates were proposed, seconded and agreed.

57. COUNCILLORS’ REPORTS
Cllr Mrs Darby
Cllr Mrs Darby reported her attendance at the BALC meeting where reports were received about the meeting with NALC and the NALC conference. Quality Council status was also discussed and the smaller parishes were concerned about the 80% of the council needing to be elected on the first accreditation. Those parishes which gain Quality Status do apparently have access to some funding. There are two new Quality Parishes in Buckinghamshire which are Burnham and Dorney.

Cllr Mrs Darby, together with Cllr Nowell, attended the meeting of the Bucks Primary Care Trust. The main issue was the £20 million deficit this year. The new theme for this year is ‘Getting it Right for the Future’ which is looking at the best possible care that can be provided within the constraints of the budget.

58. CLERKS REPORT
Noted. The Clerk asked the Council if members wished to have a stall at the Fun Night on the 7th December, 2007. It was agreed to have a stall and Cllr Adams volunteered to organise it. Also it was agreed for the remaining four ‘free parking’ days for Church Lane car park to be the 7th, 8th, 15th and 22nd December, 2007.

INFORMATION ITEMS

59. DEBENHAM HOUSE
Cllr Mrs Bacon informed the Council she was attending a meeting of the Joint Board of Oxford and Bucks Mental Health Trust where she will hopefully raise the issue of the negotiations of the sale of Debenham House and ask why it is taking so long for it to be agreed.

60. KEY FOBS IN MARKET PLACE
The matter has recently been raised about fob keys not working in some areas of Market Place. Cllr B Allen has asked OFCOM who reported it was due to the ‘wireless’ of a powerful computer system. Cllr B Allen was now looking into how this could be found.

61. BLOOM WOOD
Cllr B Allen reported there was a problem with motor bikers using the wood and adjacent field at week-ends.

62. CHALFONTS COMMUNITY COLLEGE
Cllr B Allen reported the college has just passed its OFSTED inspection and was reported as being a good school with outstanding features.

63. AREA 10 SPEED REVIEW
The report will be finalised in 2008.

64. CPRE
Cllr Adams reported that CPRE has sent out a plea for funds. At present CPRE were campaigning against the additional runway at Luton Airport and against any development in Green Belt.
