MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL
OF CHALFONT ST PETER HELD IN THE COMMUNITY CENTRE, CHALFONT
ST PETER, ON MONDAY 24th OCTOBER 2005 AT 8 P.M.
61 PRESENT
Cllr D Palmer (Chairman), Cllr Adams, Cllr B Allen, Cllr Mrs
P Bacon, Cllr Banham, Cllr Mrs I Darby,
Cllr V Gupta, Cllr Horne, Cllr Moffat , Cllr Mrs L Smith,
Cllr A Watts, Cllr Warder and the Clerk.
62 DEMOCRATIC QUARTER OF AN HOUR
Sandra Paget and Christine Burke of the CSP Disability
Action Group spoke to the Council to raise awareness of the
work of the Group and problems that still occur in society
e.g. Planning issues to ensure all new properties are DDA
compliant.
At the proposition of Cllr Mrs Darby, seconded by Cllr Mrs
Bacon it was agreed to extend the Democratic Quarter of an
Hour.
Cllr Palmer informed the meeting that the Parish Council had
already agreed to pay for the hire of a hall for a Disabled
Awareness Training session for councillors one evening. Cllr
Moffat suggested that youth workers and local traders should
also be invited to attend. It was agreed that the Disabled
Action Group should liaise with the Clerk to organise this.
Cllr Mrs Bacon pointed out that the Parish Council had also
agreed to support a ‘Children’s Poster Competition’ to raise
awareness on this matter and it was suggested that this may
be organised for the early part of next year in conjunction
with talks in the schools.
Oliver Sansum was present at the Democratic Quarter of an
Hour to advise the councillors that a Market Place Trader’s
Association had been formed early this year to improve the
Christmas decorations along Market Place. The Association
had received 100% support and raised all the money for the
Christmas lights from the traders.
At the proposition of Cllr Palmer, seconded by Cllr Mrs
Darby, it was agreed to extend the Democratic Quarter of an
Hour.
Concern was expressed from members of the Council that 2
groups i.e. the Market Place Traders and the Chamber of
Commerce, may be divisive and in the long term it would be
better if local businesses worked together under one group.
Cllr Horne bought to the attention of the Market Place
Traders Association problems caused by the gulleys in the
pavements. This subject was referred to be considered
at the Amenities and Planning Committee.
63 TO ACCEPT APOLOGIES FOR ABSENCE
Apologies were received from Cllr R Allen, Cllr Shafe and
Cllr Nowell.
64 DECLARATION OF INTEREST
None were received.
65 MINUTES OF THE LAST MEETING
Minutes of the last meeting held on 26th September 2005,
were considered and signed by the Chairman as a true record.
66 MATTERS ARISING FROM THE LAST MINUTES
None
67 CHAIRMAN’S ANNOUNCEMENTS
• With great regret the Chairman announced the death of Sir
Nigel Mobbs, the Lord Lieutenant for Buckinghamshire.
• The Chairman, Cllr Moffat and the Clerk attended the 40th
anniversary of the Colne Valley Park. Congratulations to
Cllr Allen for organising such an excellent event.
• The Chairman attended the Chiltern Local Forum. The main
message that emerged from this forum was there is an aging
population and no space for affordable housing so Chiltern
District Council will have to make some difficult decisions
in the future.
• The Chairman collected the Leofwin Shield from Cllr Lole
at CDC on behalf of the Parish Council. This shield is
awarded to the parish with the highest marks in the Best
Kept Village competition in the Chiltern Area.

• Booklets for borrowing:- Chalk and Trees Newsletter,
Countryside Voice and JOTS.
• Denham Aerodrome Consultative Committee – Approved Minutes
of the 8th June, 2005 -Noted.
• Chiltern Racial Equality Council – Invitation to a General
meeting on Wednesday, 23rd November, 2005 at 8 p.m. at
Chesham Town Hall – Noted.
• Local Transport Plan consultation meeting at 7 p.m. on
27th October in the Community Centre for all councillors.
• Workshop on ‘Getting Closer to the communities’ at 5.15 or
6.30pm. on Monday 21st November at Green Park, Aston Clinton
– all councillors are invited.
• Annual Progress Report for 2004-5 on the Local Transport
Plan (2001-6) – Noted.

Amenities and Planning on 10th October, 2005
Reports and recommendations were proposed and accepted with
the following amendment to include at the end of the Minute
83A – ‘Cllr Nowell asked for it to be minuted that he did
not agree with the recommendations and that the budgets for
street lighting should be reduced to reflect last year’s
expenditure’.

LICENCES
Notice of application for a transfer of justice's licences
from the ‘Poachers’' – Noted.
72 TO NOMINATE A COUNCILLOR TO BE A GOVERNOR OF CHALFONT ST
PETER CHURCH OF ENGLAND MIDDLE SCHOOL
Cllr Adams was nominated to be governor and he accepted this
position.
73.TO AGREE MEETING DATES FOR 2006
The meeting dates were agreed as on attached sheet.
74 TO CONSIDER CDC’S DOCUMENT – GETTING CLOSER TO THE
COMMUNITIES – DELIVERING THE BEST FOR CHILTERN
9.30p.m. Cllr Moffat left the meeting.
After much discussion on this subject, it was proposed and
agreed unanimously that the Parish Council would write to
Bucks C.C. and CDC the following considerations:-
Although other authorities have considered creating
additional compilation of established groups this would only
further increase the layers of bureaucracy when there
already exists a tier of authority which is close to the
voice of the community being the parish council. Members of
Chalfont St Peter Parish Council strongly believe that
parish councils are the basic level of building blocks that
the Government should use to ‘Get Closer to the Community’.
INFORMATION ITEMS
75 DEBENAM HOUSE
Cllr Mrs Darby asked for an agenda item to be included on
the next Council meeting for members to receive the final
report on this subject.
76 ELECTORAL BOUNDARIES
Cllr Banham informed the members that CDC is recommending
that Goldhill and Austenwood wards are joined to become one
ward as proposed by the Parish Council.
77 DISABILITY GROUPS
Cllr Adams reported that more disabled people are now
involved in sporting activities.
78 CLERK’S REPORT
Cllr Adams asked if the Clerk would give a brief verbal
report on meetings she attends.
79 DENHAM AERODROME
Cllr Warder pointed out that now Denham Aerodrome
Consultative Committee has disbanded, the Transport Action
Group of the CSP Village Appraisal Group channel complaints
from the local residents through to the aerodrome. Cllr
Warder would be very happy to invite this group to a visit
of the aerodrome.
No other business being raised, the meeting closed at 9.40
p.m.
