The Community Centre, Gravel Hill, Chalfont St Peter, Bucks,SL9 9QX Clerk and Treasurer: Mrs S.Moffat Tel & FAX 01753-891582 e-mail smoffat@chalfontstpeter-pc.gov.uk MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE COMMUNITY CENTRE, CHALFONT ST PETER, ON MONDAY 22nd SEPTEMBER, 2003 AT 8 P.M. 67 PRESENT Cllr J Banham (Chairman), Cllr B Allen, Cllr Mrs J Bacon, Cllr M Cocksedge, Cllr Collins, Cllr Mrs Darby, Cllr V Gupta, Cllr Horne, Cllr A Moffat, Cllr D Palmer, Cllr Mrs L Smith, Cllr Dr J Warder, Cllr Mrs West and the Clerk. 68 TO ACCEPT APOLOGIES FOR ABSENCE Apologies were received from Cllr K Adams and Cllr Watts. 69 DECLARATION OF INTERESTS None were received. 70 MINUTES OF THE LAST MEETING Minutes of the last meeting held on 21st July, 2003, were considered and signed by the Chairman as a true record. Cllr Mrs Darby and Cllr Gupta joined the meeting. 71 MATTERS ARISING Minute 36 To consider the reply from Royal Mail regarding the request for a post office ballot to remove Gerrards Cross from the postal address of Chalfont St Peter - Further correspondence from the Royal Mail had been received regretting that it was not possible to change the postal address of Chalfont St Peter. It was agreed that a reply should be sent expressing the need for village identity and question why postcodes would not suffice. Minute 65 Chipstead - Cllr Mrs Bacon reported that another meeting had taken place on 10th September with 7 residents from Chipstead, P.C.Clarke, 3 members of Chiltern Hundreds Housing Association (CHHA), Cllr Moffat, and Megan Wall (the Project Manager). Residents put forward some good ideas and wanted to set up their own Residents Association. The next clear up day will be 11th October at 10 a.m. Minute 66 - Land for Sale - The offer from the Parish Council had been unsuccessful. 72 CHAIRMANS ANNOUNCEMENTS The Chairman, on behalf of the Parish Council, conveyed condolences to Cllr Mrs Smith on the sad loss of her mother. The Chairman presented the Vice-Chairman with a badge and whistle to be used in order to prevent prolonged debates between District and County councillors during Parish meetings. The Chairman announced that the CDC's Community Plan Consultation meeting with the Public will take place on 4th November in the Community Centre at 7.30 p.m. The Chairman thanked the members of the public and councillors who helped to operate S.I.D. (Speed Indicating Device) and Cllr Banham offered to process the results. Members were alarmed about the number of school coaches which exceeded the speed limit and it was agreed that all the relevant information should be sent to Bucks C.C. to alert the Authority to take action. 73 CORRESPONDENCE Booklets for borrowing:- Tree Warden News, Chiltern News, Wildlife News, Broadleaf and CSP Parish Magazine. Denham Aerodrome Consultative Committee - Minutes of 5th March and 11th June, 2003. The main development was the replacement of one hangar on the North side of the aerodrome and 2 additional hangars to be built in the future. The Aerodrome did not need planning permission to do this. Joint Protocol for dealing with unauthorised camping - Statement of Intent - A Partnership Approach - Noted. Invitation to the first Chiltern AONB (Areas of Outstanding Natural Beauty) Annual Planning Conference on 25th September at Chesham Town Hall (cost £30). No volunteers at the meeting but it was agreed to ask Cllr Adams if he would attend and for the Parish Council to pay costs. Town and Parish Representation on the Standards Committee - CDC was inviting nominations to join this committee. No councillors volunteered from Chalfont St Peter Parish Council. The noise caused by this Variation in License until 1 a.m. three times a week and 12 midnight on the Sundays would be unacceptable to the residents at such a late hour. Not only the noise from the music and dancing but also the noise made by customers leaving the Public House during the early hours of the morning caused by loud talking and noisy behaviour as well as the noise from customers cars parked in the adjacent car park, at St Peters Court, immediately below the residential flats. The Variation in Licence would encourage people to remain in the centre of the Village drinking alcohol until the early hours of the morning encouraging noisy groups of people accumulating and increasing the risk of vandalism to the Village Centre. 78 TO NOMINATE A PARISH COUNCILLOR TO REPRESENT THIS COUNCIL AT THE SIBLET'S WOOD INQUIRY TO SUPPORT THE SECRETARY OF STATE'S DECISION TO ALLOW ACCESS TO THE PATHS IN SIBLET'S WOOD At the proposition of Cllr Mrs Darby, seconded by Cllr Palmer, it was agreed that Cllr Mrs Bacon would represent the Parish Council at this enquiry. 79 TO NOMINATE A COUNCILLOR TO REPRESENT THE PARISH ON THE CHILTERN OPEN AIR MUSEUM'S ADVISORY COMMITTEE Cllr Cocksedge was nominated as the Parish Council representative. 80 TO CONSIDER A GRANT TOWARDS THE PURCHASE AND MAINTENANCE OF THE HANGING BASKETS AND CONTAINERS IN THE VILLAGE At the proposition of Cllr Palmer, seconded by Cllr Moffat, it was agreed that a grant of £500 should be given. 81 TO CONSIDER THE REQUEST FROM BEAUMONT, BISHOPS HOUSE, MARKET PLACE, TO USE THE FLAG POLES OUTSIDE ITS PREMISES FOR ITS OWN ADVERTISING FLAGS AND THE POSSIBILITY TO SPONSOR THE ROUNDABOUT NEXT TO THE GREYHOUND The Parish Council was not in favour of advertising flags being used throughout the year in the flag poles. Such flags would detract from the flags used for special occasions and the hanging baskets. Cllr Mrs West informed the Council that there was a lot of business interest to sponsor the Greyhound roundabout and it was agreed that such sponsorship would be advertised and the bids to be considered. 82 TO COMMENT ON THE REVIEW OF THE PROVISION OF PUBLIC PAYPHONES BY BT From this review, BT had indicated that the public telephone box (one of the old type) in Outfield Road was underused. It was agreed that whilst mobile phones are widely used, in this area of old peoples houses and CHHA houses, it was important to have a public phone box. The Parish Council agreed to comment to this effect and to publicise BT's findings to ensure the public have the opportunity to object. 83 TO CONSIDER PROJECTS FOR THE LOCAL COMMITTEE DELEGATED BUDGET SCHEMES FOR 2004 Projects to put forward were: Vic Wootton Bridge Improved maintenance/landscaping of Kingsway roundabout. Zebra crossing near the shops in Gold Hill West. ' 30mph' painted on appropriate roads to assist motorists to keep within the speed limit. INFORMATION ITEMS 84 LITTER PROBLEM BY ST PETER'S NEWSAGENT, MARKET PLACE Cllr Mrs West suggested a bin should be installed in the vicinity. 9.10 p.m. Cllr Horne joined the meeting. 85 ROAD NUMBERING IN CHILTERN HEIGHTS Cllr Palmer asked for this to be put on the agenda of the next Amenities and Planning meeting.
