MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE COMMUNITY CENTRE, CHALFONT ST PETER, ON MONDAY 27th SEPTEMBER, 2004 AT 8 P.M.

62 PRESENT
Cllr J Banham (Chairman), Cllr B Adams, Cllr Mrs Bacon, Cllr Mrs I Darby, Cllr V Gupta, Cllr A Moffat, Cllr P Nowell, Cllr Palmer, Cllr Watts, and the Clerk.

63 DEMOCRATIC QUARTER OF AN HOUR
Cllr McDonnell introduced himself to the Council as the new Area Beat Officer. He will be dealing with local issues, particularly anti-social behaviour and mopeds which appear to be the main problem at present. He is carrying out regular foot patrols in the village and has already attended a Neighbourhood Watch meeting. He would encourage local residents to report any incidents that happen in the village so that he knows where to target his time. He will return any calls and provide feedback so that residents are kept updated. Regarding Church Lane car park, he has visited the local Neighbourhood Watch co-ordinator and believes that most of the problems are related to people using the recycling centre. He has patrolled this area but as yet has seen no trouble. On the subject of the kebab van, he has experienced no problems associated with it and currently the presence of the kebab van does not appear to cause concern.
The Councillors welcomed PC McDonnell to the village and were pleased that he was taking an active role.

Apologies were received from Cllr Mrs West, Cllr Mrs Smith, Cllr Horne, Cllr Collins and Cllr Allen.

65 DECLARATIONS OF INTERESTS
None were received.

66 MINUTES OF THE LAST MEETING
Minutes of the last meeting held on 26th July, 2004, were considered and signed by the Chairman as a true record.

67 CHAIRMAN’S ANNOUNCEMENT
• The Chairman welcomed Cllr Nowell to the Parish Council.
• In the absence of Cllr Allen, item 13 on the agenda would be deleted.


68 CORRESPONDENCE
• Booklets for borrowing:- Broadleaf, The Woodland Trust Annual Review, Wildlife News, Fieldwork by CPRE, Local Council Review, Bucks Drug Action Team Annual Report 2002/03, Chiltern and South Bucks Area Newsletter, Voluntary Action Newsletter and Chiltern and South Bucks PCT Annual Report 2003/4.
• CSP Police Community Safety Forum – 13t October, 2004 at 7.30p.m. in the Church Hall.
• Results of the Best Kept Village Competition – the standard of the sites were excellent but points were lost due to litter in the precinct and in the playground at Gold Hill Common.
• Voluntary Action – invitation to a special presentation and AGM on 14th October, 2004 at the Fitzwilliam Centre in Beaconsfield.
• Primary Care Trust – The future of Chesham Hospital – The PCT Board unanimously recommended relocating to Amersham Hospital. Parish Councillors were concerned that the geriatric ward may disappear and that there would be more pressure to provide beds for the elderly at the Gerrards Cross and the Chalfonts Hospital if this move did go ahead.

69 MATTERS ARISING FROM THE LAST MINUTES
Minute 54 - Request for a meeting with the police to resolve the problem of disturbances to local residents in Church Lane car park at night time – An unsatisfactory reply was received on 6th and 14th August. A further letter was received on 21st September stating that the Chief Inspector would be in contact in the near future. The Clerk will pursue this matter if no contact is made within 2 weeks.

72 NOTICE OF APPLICATION FOR A NEW A TRANSFER OF LICENCE

73 THE PROVISION OF FACILITIES AT CHALFONTS LEISURE CENTRE
Cllr Moffat informed the Council that the public gym was no longer in use at the Chalfonts Leisure Centre due to repair work needed to the roof which contained asbestos. The Centre Manager had explained that the repair work was the responsibility of the landlord which is CDC and this work could take up to a year before it is carried out. The squash courts and sauna have already been disbanded and this is yet another public facility disappearing at the Leisure Centre.
At the proposition of Cllr Mrs Darby, seconded by Cllr Palmer, it was agreed unanimously to write separate letters to Wycombe Leisure Trust and CDC to find out what is happening and express concern about the present loss of the public gym.

74 TO COMMENT ON THE CONTINUED PRESENCE OF THE KEBAB VAN IN CHURCH LANE.
After considering the comments made by PC McDonnell during the Democratic Quarter of an Hour and lack of complaints from local residents, it was agreed to leave the situation as it is unless further evidence of anti-social behaviour occurs.

75 TO COMMENT ON ‘THE CHILTERN COMMUNITY PARTNERSHIP’S VISION FOR CHILTERN’
The Chiltern Community Partnership has produced a vision and mission statement for Chiltern District after consultation with the public and partners. Members of this Parish Council endorse the statements and look forward to seeing results as a consequence of having this mission statement.

INFORMATION ITEMS

76 BALC
Cllr Gupta has recently attended an executive meeting at BALC when he raised concern about the service provided. The Chairman of BALC offered to visit this Council to explain the work that it does and also offered a software package which is freely available for use by councils. Councillors would be happy for this visit to take place.

77 BROADBAND
The Parish Council office now has broadband and the Clerk thanked Cllr Watts for his expert help.

78 VILLAGE FUN NIGHT
Cllr Moffat asked Council if it wished to have a stall at Fun Night on 3rd December, 2004. Councillors agreed that the candy floss was always popular and it would be good to have this again.


No other business being raised, the meeting closed at 9.30p.m.
