MINUTES OF THE DULY CONVENED MEETING OF THE PARISH COUNCIL OF CHALFONT ST PETER HELD IN THE COMMUNITY CENTRE, CHALFONT ST PETER, ON MONDAY 26th SEPTEMBER 2005 AT 8 P.M.

46 TO ACCEPT APOLOGIES FOR ABSENCE
Apologies were received from Cllr Horne, Cllr Adams and Cllr R Allen.

48 MINUTES OF THE LAST MEETING
Minutes of the last meeting held on 26th July 2005, were considered and signed by the Chairman as a true record.

50 CHAIRMAN’S ANNOUNCEMENTS
• The Chairman congratulated everyone regarding the presentation of the Pushman Cup for the Best Kept Village last Saturday and also the presentation of the Bailley’s Cup to the local Beaver Group for their work in the community by planting the daffodil bulbs at the Millennium Wood. It was suggested that more working parties should be arranged for maintaining this wood and perhaps Sunday afternoon’s may be more suitable then Saturday mornings.

- Reply from Alan Goodrum in response to the letter sent by our Council expressing our disappointment that CDC did not recommend the merger of Austenwood and Gold Hill Wards as recommended by the Parish Council- The letter will be discussed with the Chairman of the Boundaries and Electoral Arrangements Committee to establish whether a way forward can be found.
- Rely from Alan Goodrum to the Clerks enquiry regarding an update on the situation of the installation of CCTV cameras in the Village – The matter is still being considered.
- Invitation to a meeting at CDC on District Level Housing Figures as recommended in the South Eat Plan on 28th September at 6p.m.
- Invitation to the AGM of CSP Community Association on the 18th October at 8p.m.
- Invitation to celebrate the 40th Anniversary of the Colne Valley Regional Park on 18th October, 2005, 10.00 to 13.00
- Bucks C.C. –Getting Closer to your Communities. This will be distributed to councillors a.s.a.p. for discussion at the next Policy and Finance Committee meeting

54 NOMINATION FOR TWO REPRESENTATIVES FOR THE 2006-7 VILLAGE GUIDE COMMITTEE
At the proposition of Cllr Mrs Darby, seconded by Cllr Moffat, it was agreed that Cllr Palmer and Cllr Mrs Bacon are the two representatives. The first meeting will be 4th October at 8.15p.m.

55 TO CONSIDER HAVING A PARISH COUNCIL STALL AT THE VILLAGE FUN NIGHT ON 2ND DECEMBER, 2005
It was agreed to have a candy floss stall again this year with profits going towards the Maria Taylor Charity. There were 5 volunteers to help Cllr Moffat run the stall on the night.

56 TO CONSIDER WAYS OF PREVENTING ILLEGAL PARKING ON THE COMMONS
It was agreed that councillors would have leaflets to put on windscreens of cars that park on the common explaining the bye-laws against such action. Also each councillor should note the date, time and registration number to ensure that this is not a regular occurrence.

57 UPDATE FROM CLLR MRS BACON ON THE VILLAGE APPRAISAL DISABILITY GROUP
Cllr Mrs Bacon reported that this Group now has a high profile and focus a lot of time highlighting problems of accessibility for disabled people in the Village. Cllr Palmer suggested taking photographs is an excellent way to show the problem. It was also suggested that a school poster competition may be a good way to highlight the problems and the Parish Council agreed to pay for the prize. Mr McCallister has written a 300 word article for the next Village Guide. It was agreed that the Disability Group should attend the Democratic Quarter of an Hour at the next Council meeting to explain the work of this group.

INFORMATION ITEMS

58 WHEELIE BINS
For information the use of wheelie bins will commence on 3rd October for the green ones and the 10th October for the brown wheelie bins.

59 BUCKS C.C. WEB SITE
Cllr Mrs Darby pointed out that the information regarding size of population in Chalfont St Peter on this web site was deceiving as the figure of 8000 only related to the electoral division and not the whole of the Village.

60 PLOUGHING OVER OF FOOTPATHS
Cllr Palmer queried the rule regarding farmers ploughing over footpaths. The Clerk will investigate.
