CSP Community appraisal Group Steering Group


Notes of the meeting of 25th February, 2004 at 7p.m. in the Council Office

PRESENT
• Cllr Mrs L Smith (Chairman), Ian Corbett, David Furze, Rob Loveland, Bryan Sheppee, Tony Shinner, Sandy Warren, Andy Watts and Sue Moffat .

APOLOGIES
Apologies were received from Jean Priestly, Malcolm Horne, David Gardener, Corinne Jefferies and Graham Faulkner.

BUSINESS ACCOUNT
This has now been set up with the NatWest Bank. The grant for £3450 from CDC has been received and deposited in the Bank.

REPORTS FROM ACTION GROUPS-
• Environment
A letter was sent to the Jolly Farmer regarding the change of name but no response was received.
The Safer Routes to School Scheme at CSP Middle School is going well. 340 questionnaires were sent out and about 180 were returned. Most common problems seem to be associated with crossing the A413 and roads around Gold Hill Common. The completed questionnaires are in the process of being analysed.
History Society have been contacted but no response.
The next project is looking at improvements to Church Lane and the car park and connecting it to the Community Centre area.
Sandy Warren presented the plans for A413 project. The brief was to :-
1. Reclaim the Village
2. Soften the impact of the main road to show drivers that they are entering a vllage
3. To let people know that they are in Chalfont St Peter
4. To draw all the quarters of the Village together.
The brief was fulfilled by highlighting the uniqueness of the Chalfont St Peter, defining the Village by the introduction of street furniture such as wooden gates, planting, signage, and improved traffic calming measures.
The project was excellently presented by Sandy and it was agreed to present it again to the parish councillors on 29th March and then to involve Bucks C.C.

• Youth
1. The Youth shelter has now been agreed and should be installed by the end of March. It will be monitored every months as agreed by the Parish Council. Another letter should be written to the local residents to keep them informed.
2. Tithe Barn Youth Centre - Now looking at finding finances, volunteers and making it operational. Hopefully a Business Plan will be made in the near future to present to the Management Board. Cllrs Dodd and Brown have been invited to the next meeting.
It was pointed out that there is funding available from the Buckinghamshire Foundation Trust for specific projects which could be considered.
3) Audit - a 28 page booklet has been made which includes statistics and opportunities available for the youth. The Action Group is hoping to have an Open Day at Tithe Barn to include many of the youth activities in the Village so the Youth are made aware of the opportunities available.


• Elderly
No reports available.

• Disability
There has only been 2 meetings but have made a lot of progress. A questionnaire is being produced to find out the information needed and to gather information about different ways improvements can be made for the disabled. It was suggested that parish councillors should have disability training to raise awareness. It may be appropriate to ask Nigel McCallister to talk to Parish Council in order to do this so that needs of the disabled will be taken into consideration in the future such as in planning matters.

• Transport and Traffic
The main topic being investigated at present is the Bus Service. The Group is in the process of doing a survey regarding the needs of the public and service available. Two members will be visiting 'Arriva' to discuss the shortfalls.

• Safety
Ongoing project is Chipstead but hopefully now that a Residents Association has been set up, the Safety Group can gradually retire from this project and consider new ones.
Another Police Surgery was held at the end of January. There was good participation towards the end of the surgery and P.C. Clarke had received some useful information.
An audit has been completed on the Neighbourhood Watch Scheme so that there is now a comprehensive list of the groups that are still active and the correct information is on file. Only about a third of the Village has taken up this scheme so hoping to set up a series of meeting to raise interest.

• Business and Employment
Looking for more members as only 2 at the first meeting. Hoping to have a second meeting on 2nd March. Andy Watts to ask a local businessman if he would be willing to join.

Newsletter
It was agreed that the Chairman and all Action Groups to write a small article for the Newsletter. Linda and Tony agreed to be on the sub-group to organise the newsletter with Sue and hopefully Moni from the Bucks Advertiser. Linda to investigate the possibility of distributing the newsletter with the Chiltern Chronicle.

CDC Grant application
The Action Plan to access the £500 was agreed and signed by the Chairman. Linda to give this copy to David Gardner.

Update on the Market Town Initiative.
Countryside Agency will not accept a scaled-down version. However it may be useful to use some of the tools involved with the Market Town Initiative to keep the Village Appraisal Group focused. David Furze and David Gardner to bring some worksheets to the next meeting.

The next meeting will be 21st April at 7p.m. in the Council Office.
