CSP Community Appraisal Steering Group

Notes of the meeting of the 9th June, 2004 at 7p.m. in the Council Office

PRESENT
Linda Smith (Chairman), Ian Corbett, Graham Faulkner, David Gardner, Malcolm Horne, Jean Priestley, Bryan Sheppee, Tony Shinner, Sandy Warren, Andy Watts and Sue Moffat.

REPORT FROM ACTION GROUPS
• Environment
1. Sponsorship has hopefully been found for purchasing field gates. Parish Council has written letter of support to Highways regarding gates and signage. The Group will now pursue this direct with Highways.
• Disability
South Bucks Primary Care Trust is coming to talk to the Group as part of their consultation exercise. Six focus groups have been held covering 56 people with disabilities. Interestingly, villagers and shop keepers are very sympathetic towards disabled people but bus drivers are very negative and unhelpful. Questionnaires have been distributed to find out the issues which need to be addressed but this is a difficult method for many disabled people. This action group remains relatively small with 7 to 8 people attending and it does include a representative from the library service who attends regularly.
• Elderly
David Gardner has attended one meeting but the Group is still struggling. David suggested that a member should attend the AGM of Chesham Older Persons Action Group (COPAG) on 16th June at the Elgiva from 10a.m. to 11.30a.m. as this group has up to 80 members. Also could invite the Chairman of COPAG, Jo Pearce, to one of CSP’s meeting to ask advice. It was suggested that one issue this group may wish to take up is the proposed closure of Ellwood House OPH. Also to check with Land Registry that no covenants were made at the time the land was purchased for sheltered accommodation.
• Youth
PC Clarke has reported that the youth shelter on Gold Hill Common has reduced anti-social behaviour in the area.
The AGM for Tithe Barn Management committee is to be held on 30th June and hopefully several members of the Youth Action Group will be voted on. The Youth Action Group can then work with the Management committee to set up business plan to improve the youth service in CSP.
The Outreach Youth workers have not been seen recently to be working in CSP. Invite Colin Pollard, Head of Youth Service, and the portfolio holder to a meeting to look at ways to improve the service.
• Transport and Traffic
Recently overcome a threat to a reduction in the bus service. Now Arriva have promised to maintain the present service for the next 4 years if it renews its contract with BCC. Any improvements have been put on hold. This group will continue to contact the 335 and the A40 bus service to see if improvements can be made, particularly to find out if the A40 bus service to Heathrow can link in with Gerrards Cross. Linda Nichols from Bucks Community Action will be attending the Transport Action Group meeting on 26th July at 7.30 in the Community Centre. Other groups would be welcomed (e.g Elderly ref; bus timetables).
The Speed Limit Review by Bucks C.C. is imminent. If anyone has any issues to risie please inform Sue Moffat so that they can be added to the list.

• Safety Group
Safety Group assisted Chipstead Residents Ass. to object to the planning application for 10 flats at the top of Layters Green Ave. This application has now been withdrawn.

• Business
Bryan Sheppee produced plans of the proposed additional car parks which the Development Group drew up on 19.1.00. This has not been taken up by CDC. The Parish Council are pursing a similar list.

NEWSLETTER
Linda and Andy produced a draft newsletter. Comments from each group to be returned to Linda and Andy by 11th June. Graham and David to find out costs of printing. Linda to find best price for distributing newsletter with the Chiltern Chronicle (at present 5p a copy). The newsletter to be ready for Feast Day on 26th June.

FEAST DAY
It was agreed to have a stall. Each group does not need to man it all day as there will always be someone present.
Tony to provide 2 gazebos and also has display boards available if anyone needs them. Sue to find tables. Fete is from 10a.m. to 3 p.m.
