CSP SHORT MEDIUM AND LONG TERM OBJECTIVES
INTRODUCTION/PREAMBLE
Chalfont St Peter Parish Council is the first level of democratic representation for the Village community and has a broad remit that covers both the management of the Parish budget/precept (currently a little in excess of £250K) in an efficient and cost effective way and to deliver its core long term objectives and statutory obligations.
In practical terms this means;
Carrying out the operational tasks of the council such as maintaining commons, and public areas, footpaths, and street lighting.
Reviewing planning applications and communicating the views of the Council to District.
Becoming a focal point for the community by working with individuals, voluntary groups e.g. Village Appraisal group; village “institutions” e.g. Chamber of Commerce, as well as other elected bodies (primarily BCC & CDC) to help deliver the objectives.
Our overall objectives can be summarised into 6 core areas:

Identifying and communicating short & longer term issues and canvassing the views of interested parties (e.g. Via an interactive website).
Village infrastructure development: To take a proactive approach to potential infrastructure changes and consider strengths, weaknesses, opportunities and threats in order to be able to respond quickly in a cohesive and considered way. Currently there are major issues both internal and external to the village for example Hospitals provision, schools provision, and major developments such as the Holy cross site.
Community events: The Council will work others to support and develop Village events which are felt by manyto be essential in maintaining Chalfont St Peter as a specific village community (e.g. Feast day, Fun night).
Environmental and transport issues: To Support local initiatives that impact positively on the environment. This can be as varied as contributing to the revival of the Misbourne, working towards an. integrated transport system, for pedestrians, cyclists and public transport, to supporting litter reduction and recycling.
Cost effectiveness of Parish Council: To continually ensure that the parish delivers a cost effective service to the community focussing on those areas that the residents value most highly (e.g. To complete the review and restructuring of the Council committee structure to deliver faster and fully considered decisions on behalf of CSP)
Security: To support the Police and other groups such as the NAG and Neighbourhood watch schemes in their initiatives and to identify evolving issues and communicate residents concerns as appropriate.
SHORT TERM OBJECTIVES: (12 MONTHS TO 2 YEARS)
Communication
1) To develop a new interactive CSP Parish website that becomes the focal point of communication with the community.
To ensure relevant Council issues and information are provided to the local press for publication and compliment the content of the website.
To ensure all notice boards display current Parish information.
To ensure the above provides integrated accessible communication for the village
Success can be measured by:
More input and feedback from residents of CSP i.e. lots of hits on the website and related links.
Residents of Chalfont St Peter know who and where and how to contact the relevant person to deal with their issue.
Village infrastructure development
2) To complete the Village Design Statement in co-operation with the Village Appraisal Group with a complete analysis of buildings, parking, businesses and facilities in the Village and to ensure strategies are set in place for future development.
Community events
3) To establish a community steering group to deliver a cohesive comprehensive approach to supporting Community events
Measures of success. Core funding, facilities and legal obligations (e.g. insurance) are provided with greater ease (i.e. avoid reinventing the wheel each time).
Environment
4) To contribute to the revival of the River Misbourne as part of CSP’s longer term objective of enhancing the totality of Mill Meadow.
5) Determining the cause of village flooding and pressurising those responsible into taking remedial action.
Cost effectiveness
6) To conduct a major review of the remit of the Haywardens to achieve a combination of enhanced revenues and service delivery and reduce costs where possible.
Security
7) To support an initiative to reduce and eliminate the dangerous and illegal parking on double yellow lines in the High Street.
