Meeting Minutes

2010-04-29 : Full Council Meeting


Present – Cllr John Hatton (Vice Chairman), Cllr. Ken Adams, Cllr Bruce Allen, Cllr Pam Bacon, Cllr Mike Beane, Cllr Jennifer Brooke, Cllr Isobel Darby, Cllr Janet Harper, Cllr Giles Heath, Cllr Linda Smith (apologies for late attendance) Cllr Desmond Quigley, and Mrs. Samantha Payne (Temporary Clerk)

148.      Apologies – Cllr Richard Allen, Cllr Peter Nowell, Cllr Brian Smith and Cllr John Warder

149.      Declarations of Interest – Cllr Darby as a member of Chiltern District Council, if Core Strategy is discussed.  Cllr  Brooke if Chalfont Community College discussed.

Public Question Time

Janetta Kling a resident of Grove Lane wished to bring to the Council’s notice the ongoing parking problem caused by staff and students of Chalfont Community College.  The parking of college staff members and students in the surrounding roads is causing much concern to residents.  Emergency vehicles are unable to gain access and on some occasions refuse collection vehicles have been unable to collect rubbish.  Mrs Kling felt that the situation could be resolved if the College were to provide adequate parking facilities for its staff members. 

Cllr Darby thanked Mrs Kling for bringing this issue to Council.  Council have been aware of the issue of parking in the area, and a meeting has been arranged for 18th May 2010 to discuss the parking issues around Pinetree Close, Tunmers End and Narcot Road.  Representatives from the Neighbourhood Action Group, Community Police, Chalfont College, Parish Council, local residents, Chiltern District Council and Nexus.  The Clerk will arrange for Mrs Kling to be invited and will pass further details onto her   Action Clerk

150.      PCSO Sue Smith was due to present a report to Council, however she was unable to attend due to a clash with a Neighbourhood Action Group meeting.  PCSO Smith is aware that she is expected to attend one Council meeting every 3 months and she will put future Council dates in her diary. Action Clerk

151.      To approve minutes of 25th March 2010 as a true record 

Minutes were approved as a true record, proposed by Cllr Darby, seconded by Cllr Brooke.  Minutes were signed.

152.      Review action points from previous meeting  

o       Highway replacement sign – progress update. Cllr John Hatton reported that he had just received a proof of the proposed sign.  He showed Council the artwork.  The location of the four signs would be discussed at the next Open Spaces Committee meeting.  Action Clerk

o       Web site – progress update – The Clerk informed Council that the Parish Council website www.chalfontstpeter-pc.gov.uk was now running and emails via the website were being received regularly.  Agendas and minutes of committee and Council meetings would be uploaded to the site as a matter of course.

o       Market Place sign – progress update – no news at this time. Action Cllr Allen

Cerda has been instructed on behalf of the Council to object to the outline planning proposals for the Grange site and to  prepare a response to the draft core strategy; both have been submitted on behalf of the Council.

Cllr Hatton asked all councillors to read the documents carefully and use what is detailed in them to the benefit of the residents whenever the opportunity arose. 

Councillors did feel that the Cerda document was very long and asked if an Executive Summary could be provided.   Action Cllr Hatton

154.      Clerk’s report 

Clerk informed Councillors that Bucks County Council’s Youth Service had produced a consultation paper regarding the Transformation of the Youth Service.  She asked any interested Council Member to contact her if they wished to see the document.

Clerk reminded Council of the Buckinghamshire Economic Summit on 10th May 2010.

Bucks County Council had informed all Parish Councils of a Community Resilience consultation.  The Clerk would provide details to any interested party.

155    To examine the recommendations of the Minutes of the following committees and confirm them as a true record – subject to some amendments, minutes were approved. The following recommendations were noted:-

o       Amenities & Planning 29.3.10 and 19.4.10– Minutes proposed by Cllr Smith and seconded by Cllr Beane.

o       Communications & PR 15.4.10 – approval deferred to May meeting.

o       Open Spaces 1.4.10 – Subject to minor amendments. Recommendation to Council that a group of individuals be given permission to plant a community orchard of dwarf trees in a communal spot.  Council approved this recommendation.  Approval of the minutes would be deferred to the May meeting..

o       Finance & Admin 22.4.10 – Cllr Darby explained that the minutes had yet to be finalised.  The recommendations for the renewal of membership to Bucks Association of Local Councils and Renewal of Notification at the Information Commissioner’ Office to comply with date protection were agreed. Approval of the minutes would be deferred to the May meeting.  Action Clerk

156.      Annual Parish Meeting Arrangements: 17th May 2010 @ 7.30pm 

The Clerk reported that two banners advertising the meeting had been produced.  One banner would be placed for two weeks on the railings in front of Barclays Bank.  Council asked if the second banner could go on the sidewall of the office of Knipe Woodhouse-Smith Solicitors.  Action Clerk

Cllr Hatton confirmed that Phil Turner of Planning Aid South had agreed to attend the meeting and introduce the draft Village Design Statement and talk about Local Development Frameworks in general.

It was agreed that all committee chairs provide reports for the AGM to Cllr Allen so he can prepare a general report for the meeting.   Action All Committee Chairs

157.      Feast Day: 26th June 2010

Cllr Hatton had suggested a working party be set up however it was agreed that the Clerk could manage the Parish Council’s involvement in this event.   The Clerk would agree with the Haywarden’s their involvement and compensation in the setting up and closure of the event as well as their attendance during the event.   Action Clerk

It has been suggested by Cllr R Allen that 6 large oil drums be purchased to use both on Feast Day and Fun Night as rubbish bins.   Action Clerk

Cllr Darby also asked the Clerk to check if Chiltern Distinct Council would arrange additional rubbish collection following the event.  Action Clerk

A trailer would also be sought.  The Clerk had a specification from the Haywardens, which was approved by Council .  The Clerk would seek competitive quotes for approval by Finance and a trailer would be purchased in time for Feast Day.  Action Clerk

158.      Report on outside meetings attended by Councillors

Cllr Isobel Darby reported on a NAG meeting she had attended earlier in the evening.  A speeding enforcement day had been very successful.  The team would now focus on the areas surrounding schools.  Parking around schools had also been discussed. The PCSO had produced very emotive banners to use near schools.

Cllrs Darby and Quigley had attended a BALC meeting where a draft vexatious policy had been discussed to deal with persistent complainants.  HS2 had also been discussed; BALC were trying to get a joint response and asked that all Councils provide them with copies of any letters and documents they had regarding this issue.  Copies of their newsletter ‘Matters Arising’ was  very informative and copies would be sent to the Clerk. Action Clerk.

Cllr B Allen informed Council that the Visitor Centre at Langley Park would be officially opened on 25th July 2010.

Cllr Harper reported that the Misbourne Action Group meet regularly and would welcome any volunteers.

Cllr Bacon had attended the launch of the Home Improvement Agency (HIA) run by Anchor Staying Put in the Chilterns. (HIAs) are not-for-profit organisations that can help the elderly and disabled repair, improve, maintain or adapt their homes.  They have a website www.anchor.org.uk and would like a link to the Council’s website.  Action Clerk.

Cllr Linda Smith reported on the recent AGM of the Village Appreciation Group, which had been very successful.  It was the ideal opportunity for various groups to meet and hear what each other are doing.
